Chemonics seeks a Senior Program Manager to join its Supply Chain Management (SCM) unit in support of the USAID Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The Senior Program Manager is responsible for management, delegation, and execution of day-to-day project tasks, including staff management, as well as engagement in new business and technical practices. The role involves concurrently managing multiple projects of advanced complexity together with roles in new business. The Senior Program Manager will collaborate with other Project Management Unit (PMU) and team members and support and monitor the completion of tasks related to aspects of project management, performance, and compliance. The Senior Program Manager ensures adherence with company policies, applicable law and regulations, and project requirements. The Senior Program Manager brings increasing focus on proactive effort and supporting the director in mitigating risks; working toward a high level of technical, financial, and contractual performance of projects; and increasing attention to successful new business. is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSMalso provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President's Emergency Plan for AIDS Relief, the U.S. President's Malaria Initiative, USAID's family planning and reproductive health program, and USAID's maternal and child health program.

Responsibilities include:

Project Management

  • Manageday-to-day support toone or moreproject teams and client, including communicating and assisting withproject-office requests and overseeing adherence toprojectrequirements, government regulations, and Chemonics policies

  • Overseefinancial aspects of the project's contractor agreementby reviewing monthly invoices for accuracy and compliance; responsible for tracking expenditures against budget and total obligated funds, coordinating development and monitoring of annual corporate budget, and regular forecasting of expenditures for Chemonics and client.May support ormanagea variety of contract mechanisms (e.g.Cost Plus Fixed Fee, Time & Material)

  • Proactively identifyissues or potential risks, including project performance, financial, and legal, andother core business areas. Developstrategiesand solutionsto addressthose risks, communicating, when appropriate, with the director and/or senior vice president; strategicallyassesses andconsults with supportunitsoncorporate-office andproject-office matters to help make informed decisions

  • Leadefforts in reviewing and determining causes of variances in expenditures against forecasts and budgets and ensuring client is informed as appropriate; workwith director to identify solutions for shortfalls and train other PMU staff to do the same

  • Takeinitiative to identify business opportunities, efficiencies, and cost savings for thebusiness unit(BU)

  • Identifyopportunities for knowledge- and solution-sharing across company and takeinitiative to build staff and company capacity

  • Overseeand leadnegotiations with project subaward partners;identifies and manages key subawardissues, budgets,and invoicing;and reviewdeliverables in coordination with project team to ensure they meet technical, contractual, and quality standards

  • Leadrecruits of long- and short-term project personnel in accordance with Chemonics' policy and delegatetoormentorothers in project recruiting where possible and appropriate

  • Conductperiodicproject officevisits to monitor and support project operations and implementation, including conducting training,conductingor responding to audits, providing input to work planning, conducting technical research, and performing other complex tasks

  • Reviewand providecomments on project technical workand deliverablesand projectcommunications documents

  • May contribute dedicated time to other workstreams and functions to achieveBUgoals, including new business, operations, and technical practice contributions

Technical

  • Proactively engagein technical practice of relevance to areas of interest or focus, sharing information and best practices learned with the company; thisincludes a strategic view to connect the practice and project in support of enhanced project performance and technical leadership goals of the practice

  • Buildsubject matter expertise and contributetoBU, technical practice, business line, and corporate priorities, including serving as a regional financial analyst or regional compliance specialist

  • PromoteChemonics by identifying opportunities for and attending external events, networking with clients and counterparts, articulating a solid understanding of Chemonics' past and present portfolio;effectively representing the company's history, values, and standards;and identifying and developing new business leads

New Business Development

  • Takeinitiative to support new business efforts, including growing personal network of industry contacts;assuming capture and live proposals roles;and building expertise to assume increasing levels of leadership roles on proposals, including as technical writer, cost preparer, or czar, in addition to other roles as needed

Management and Leadership

  • Supervise, mentor,train,develop, and evaluateassigned staff; provideregular performance feedbackto superviseesand the time and opportunity to grow professionally

  • Mentorand advisestaff across the BU (e.g.associates, program managers, and others)as appropriate on a range of topics,including business development, technical work, andprojectmanagement

  • Demonstrateinclusivebehaviorsand leadershipconsistent with Chemonics' values andleadershipcompetencies

  • Servein the actingdirector capacity asrequired

  • Performother duties as required

Qualifications:

  • Bachelor's degree or equivalent work experience; Master's degree preferred

  • Minimum 5 years of relevant professional experience;staff supervisory and mentorship experiencerequired

  • Previous experience in health or supply chain preferred

  • Thorough understanding ofdonor/clientregulatory andmanagementrequirementsand demonstrated ability to applyand adhere tothose requirements in project management

  • Mastery of critical project management skills, including budget management, contractualand procurementcompliance, client relations and knowledge of client, and personnel management

  • Demonstrated experienceworkingon one or more projectswhilesimultaneouslyengaged in more progressively complexedproposalroles

  • Demonstrated leadership providing regional financial and/or compliance support on a project management team

  • Communicatesclearly and concisely in both verbal and written communications; strong cross-culture communication and sensitivity skills

  • Demonstratedexperiencefollowingstandard practices and procedures,providinginput on design and revision of procedures whereneeded, receivinggeneral instruction on work progress, and makingsignificant contribution to end resultsindividually and byleading teams

  • Worksindependently and as part of a team

  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills

  • Demonstrated leadership, versatility and integrity

  • Strong knowledge of MicrosoftOffice applicationsand word processing abilities

  • Previous experience working in international development and/or living or conducting work in developing countries preferred

  • Willingnesstotravelupto 8 weeks per year

  • Language proficiency for assigned geographic area preferred

The Salary Range for this position is expected to be: $84,320 - $105,400.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
Overtime exemption status may change due to state regulatory requirements.
