Position Data:

Title: Child Health Services Manager 

Grade: E10 Exempt X Non Exempt 

Reports to: Division Director

Basic Function or Position Summary:

Oversees health services provided directly or by for children and families enrolled in Head Start, UPK and child care services. Hours per week: 35 Monday - Friday 8:30am to 4:30pm. Salary $32.13/hourly. Position is either Dunkirk or Jamestown. 

Security Clearance: Level 53 V,A,C,R

Requirements

Position Responsibilities and Specific Duties:

  • Child Health Status and care; oversee services to ensure
  • families have a source of continuous, accessible health care 
  • families without primary care or health insurance are provided support in accessing a source of care and health insurance.
  • children are up to date on immunizations and preventive care
  • children receive vision and hearing screenings within 45 days of first attendance
  • further follow-up, as appropriate, for each child with a health problem or developmental delay that may affect child’s development, learning, or behavior.
  • Oral Health Practices; oversee services to ensure
  • families have a source of continuous, accessible dental care – provided by a health care professional 
  • children are up to date on preventive care
  • children with teeth are assisted in brushing their teeth with toothpaste containing fluoride once daily.
  • Child Nutrition; oversee services to ensure
  • each child’s nutritional health needs are identified, taking into account available health information, and community nutrition issues.
  • nutrition services provided are culturally and developmentally appropriate, meet the nutritional needs of and accommodate the feeding requirements of each child, including children with special dietary needs and children with disabilities. 
  • Child mental health and social and emotional well-being; oversee services to ensure
  • supports are provided for effective classroom management and positive learning environments; 
  • mental health consultation services are available
  • community partnerships are built to facilitate access to additional mental health resources and services
  • IEP/IFSPs and behavior plans are implemented with fidelity
  • Family support services 
  • promote children’s health and well-being by providing medical, oral, nutrition and mental health education support services
  • Offer and provide advocacy services for children who are undergoing or have been identified with a disability
  • Leads Division’s Health Advisory Committee in compliance with Head Start Standards.
  • Oversees development of day care center Health Care Plans
  • Ensures customer documentation is compliant with Head Start Performance Standards, OCFS regulations, and NYS Department Health regulations
  • Maintains training in compliance with OCFS regulations
  • Participates in grant preparation as designated.
  • Works with team on PR and recruitment strategies; community relations.
  • Maintains current knowledge of and assures regulatory and procedural compliance. 
  • Develops and keeps procedures and protocols current; implements designated management systems.
  • Assists with providing and developing trainings and orientation to service area staff.
  • Promotes agency wide integrated service delivery strategies.
  • Participates on designated Coalitions.
  • Fosters positive relationships with peers, funders, licensors, staff, subcontractors and community partners.
  • Monitors identified service area budgets; assists Supervisor to develop new or renewed budgets.
  • Facilitates and participates in meetings as designated.
  • Fosters ongoing, integrated, comprehensive service delivery model with other COI services.
  • Coordinates designated functions of the MOU and MOA process.
  • Facilitates standardization of systems and processes within service area and division.
  • Utilizes CAPSYS, data, and other tracking and measurement tools to monitor staff performance and service area outcomes; drive improvement and response to need in service area
  • Promotes positive agency, division and service area image
  • Other duties as assigned by supervisor 

Key Working Relationships: 

A. Internal: Health & Family Services Nurse, Center Directors 

B. External: School District partners, WIC representative

Supervisory Scope:

A. Number of staff supervised: 5-6 

B. Titles supervised: Health Care Specialist, Nurse, Quality Assurance Monitor, Disabilities & Mental Health Specialist 

Organizational Responsibilities:

  • Adheres to all policies and procedures
  • Attends appropriate in-services/trainings
  • Attend all required meetings.
  • Data collection, analysis & reporting as required
  • Participation in all management systems and functions internally and externally
  • Participates in organizational committee structures as appropriate

Physical:

  • Ability to lift up to and including 25-50 pounds of physical effort

Knowledge, Skills Required:

  • One of the following degrees required 
  • Associate’s Degree in Nursing or Dietetics/Nutrition; Bachelor’s Degree preferred
  • Bachelor’s Degree in Special Education, Nutrition, Occupational Therapy, Public Health, Speech/Language Pathology; Master’s Degree preferred
  • Three years of experience consisting of some combination of the following:
  • Teaching children with special needs
  • Providing health, mental health, speech, physical/occupational therapy or nutrition services
  • Public health role
  • Supervisory experience preferred
  • One of the following NYS Credentials preferred: 
  • Registered Nurse License
  • Special Education Teaching Certificate
  • Mental Health Counselor License
  • Dietician Certificate
  • Nutritionist Certificate
  • Speech/Language Pathologist License
  • Strong written and verbal communication skills, including computer expertise
  • Strong organizational skills

Special Requirements, if any:

  • Must be able to provide consistent even tempered customer service at all times
  • Completes all required NYS background clearances. 
  • Pre-employment physical exams and TB Testing 
  • Valid Driver’s license 
  • Reliable transportation
  • Ability to travel throughout the county.
  • Works compassionately with a diverse population 
  • Experience navigating community programs.
