Chatham County is Hiring a Budget Analyst - Sheriff's Office Near Pittsboro, NC

Performs technical and administrative work involved in budget preparations, funding requests, contract management, payroll processing, and other fiscal-related duties. Other duties include attending Board of Commissioner meetings, monitoring legislation, and presenting recommendations. Work is performed under the general direction of the Internal Operations Manager. 
  • Prepares and administers the entire Sheriff’s Office budget including budget preparation and coordinating the Heads-Up documentation; reviews and evaluates funding requests to present to management for approval;
  • Assists staff with questions regarding approved and pending budget requests; works with Command Staff to monitor division budgets;
  • Prepares bids and specifications and manages contracts within the budget framework;
  • Applies for and administers all Sheriff’s Office grants, meeting reporting requirements and monitoring for efficiency;
  • Assists with the payroll process by verifying timesheets and managing overtime requests;
  • Approves and monitors procurement cards, purchase orders, change orders, and budget transfers;
  • Develops and maintains fiscal policies, procedures, and practices;
  • Attends Board of Commissioner and community meetings to present recommendations as assigned; 
  • Monitors legislation and professional association communications for current issues affecting the Sheriff’s Office budget and
  • Performs other duties as assigned.
Bachelor’s degree in public administration, business administration, or related field or Master’s degree in finance, accounting, or related field and at least two years of professional experience in an office setting. 
  • Thorough knowledge of local government, experience in North Carolina preferred;
  • Thorough knowledge of local government budgeting principles, legal framework and techniques, experience in North Carolina preferred;
  • Thorough knowledge of organizational and management practices;
  • Thorough knowledge of organizational theory, public policy, fiscal management, research methods, and principles and procedures of financial record reporting; 
  • General knowledge of pay and classification methods and practices;
  • Ability to project future financial needs and make accurate financial forecasts;
  • General knowledge of grant funding processes and experience in managing grants specific to law enforcement.
  • Advanced skills in mathematical and statistical methods and techniques;
  • Skill in operating Microsoft Excel, Word, Outlook, PowerPoint, familiarity with accounting software and other commonly used electronic programs;
  • Ability to gather and analyze facts on a variety of subject matters and to assemble reports, providing the findings and making recommendations;
  • Ability to communicate ideas, verbally and in writing and
  • Ability to establish and maintain effective working relationships with County officials, employees, associates, community groups, and the general public.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking, hearing, use of hands and fingers, handling, feeling, reaching with hand and arms and repetitive motions, frequently requires walking and occasionally requires standing, stooping, kneeling, crouching, crawling, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas by means of spoken word; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately quiet location (e.g. business office).
Special Requirements
Must pass a criminal record check, driving history, and a pre-employment drug screen.
Must possess a valid North Carolina driver’s license.
Three (3) to five (5) years of experience in a government budget development and administration role preferred
