Position Summary

The Charlevoix County Transit (CCT) Mobility Coordinator will be responsible for supervising the daily operations of the drivers, dispatchers, and the Ironton Ferry. The Mobility Coordinator will coordinate all complex transportation requests for the agency, coordinate dispatching/scheduling tasks, and work with local human services and planning agencies to coordinate transportation services to improve overall mobility for Charlevoix County residents. There is an emphasis on improving mobility for at risk populations such as, the elderly, low-income persons, and/or persons with disabilities. Along with dispatch and scheduling tasks, this position focuses on assisting Charlevoix County customers with choices when transit is unable to meet certain mobility needs. Many times, this position will focus on the movement of people rather than vehicles to ensure choices for the customer. The Mobility Coordinator will provide administrative services for the Ironton Ferry and Ironton Ferry staff, as well as manage and maintain the information system used to inform the public. This position is under the general supervision of the Charlevoix County Transit (CCT) Director.

Duties & Responsibilities

  • Supervises daily operations of the transit department including supervision of Drivers and Dispatchers.
  • Organizes and directs the day-to-day activities related to the operation of the Charlevoix County Transit Mobility Management program.
  • Assists with dispatch duties, review next day scheduling and driver manifests.
  • Troubleshoots dispatch scheduling software issues; works with transit staff and IT providers to help solve issues.
  • Develops/reviews driver schedules to ensure adequate staffing levels to provide prompt service.
  • Serves as backup for dispatchers and drivers in emergency situations.
  • Maintains schedules for Dispatch /Mechanic/ Maintenance and acts as the on-call scheduling manager.
  • Reviews and approves time-off requests, updates CCT Director on staffing levels.
  • Maintains records in various software programs and prepares reports.
  • Reviews shift/route assignments to ensure that shifts/routes meet customer needs.
  • Develops a system of outreach to low-income, socially isolated older and/or disabled adults and assist them in gaining access to needed transportation services.
  • Functions as a community transportation advocate promoting accessible, affordable transportation options for people with disabilities and the elderly.
  • Point of contact for local human service agencies to coordinate and provide services.
  • Cultivates multi-agency partnerships that can reduce costs through efficient and effective transportation coordination.
  • Researches needs and demands of users, funding, regulatory process, and develop incentives for participation
  • Research/review ways to remove barriers for transportation to those in rural areas.
  • Has knowledge of all public, private, and non-profit network providers in the Northern Michigan region.
  • Develops innovative transportation resources.
  • Develops an information and outreach program for current transportation services and mobility options through public speaking and media presentations, including development of outreach materials and a marketing plan.
  • Presents transportation resource information at community events and conferences.
  • Attends appropriate conferences, meetings, and training courses as required and appropriate to the position or as assigned by the CCT Director.
  • Implements quality control standards that include service reliability and customer satisfaction.
  • Maintains and develops the travel training program.
  • Acts as the certified PASS trainer (ADA compliance).
  • Administers and ensures employee training is up to date for mandatory annual trainings such as:

- Drug and Alcohol

- Title VI

- Passenger Assistance Safety and Security

- New Hire

- Driver Refresher Trainings

  • Helps resolve customer complaints.
  • Ironton Ferry:

- Provides administrative services/support.

- Responsible for managing content sent to the public Information system including traffic control devices, BeAlert messages, website, social media, Hotline, etc.

- Responsible for monitoring and maintaining health of IT infrastructure.

- Coordinates repairs for the public information system and any additional repairs as needed.

- Coordinates Ferry repairs as needed.

- Acts as project manager for the Ironton Ferry.

- Provides general oversight of Ironton Ferry operations.

- Oversees Ferry Manager in resolving customer complaints.

- Maintains Ironton Ferry compliance with Federal, State, and Coast Guard requirements/regulations.

  • Attend Transit Oversight Committee and MDOT meetings (as necessary).
  • Participate in the Michigan Mobility Managers Group.
  • Performs other related duties as assigned by the CCT Transportation Coordinator or Director

Minimum Requirements

  • Associate degree in transportation planning, urban and regional planning, or related field, plus a minimum of two (2) years of progressive responsibility or High School Diploma plus a minimum of four (4) years of progressive responsibility
  • Valid Driver’s License
  • Willing to obtain required licenses to drive a transit bus

Knowledge & Skills Preferred

  • Ability to work independently and with a team as necessary.
  • Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes.
  • Oral and written communication skills necessary to conduct transportation out-reach activity directed at community organizations.
  • Presentation skills to conduct community transportation meetings and conference presentations.
  • Excellent customer service and problem-solving skills
  • Computer and technology literacy, including competency in standard spreadsheet, database and word processing software, and trip scheduling software. Knowledge of Microsoft Office, and scheduling/dispatch software

Job Location/ Working Conditions

Based primarily in a climate-controlled office atmosphere, utilizing a computer/device for most of the day. Occasional bending and twisting required. Must be able to occasionally lift and transfer a minimum of twenty pounds at various heights and surfaces. May occasionally be required to drive a Transit vehicle and act as a Transit Bus Driver. Travel may be required to other county facility locations, conferences, and trainings as necessary.
