Charah Solutions Inc. is Hiring an EHS Specialist Near Chester, VA

Overview

This position will be responsible for administering and enforcing the overall Environmental, Safety, and Quality Programs and Charah Solutions policies and procedures. This position is responsible for enforcing environmental, health and safety guidelines, policies, and procedures within the workplace and ensuring project compliance and ultimately, risk management by performing site inspections and audits of each site’s existing contract, quality, design, and permit documents.

Position may involve performing other duties as required, which may not be mentioned below. Specific duties may change from time to time.

  • Promote a safe workplace without risk to health
  • Ensure the workplace meets/exceeds all regulatory health and safety requirements, as well as internal/customer specific best practices
  • Proactive prevention and precautions against, or adequate control of, exposure to hazardous substances, and danger from flammable, explosive, electrical, noise, radiation, and manual handling risks
  • Behavioral Based Observation Program – Perform Inspections, Observations and Audits. Identify unsafe behaviors/conditions and implement corrective action plans and track to completion. Identify potential trends in data and provide documentation to site level customer contacts in the form of reports and/or presentations
  • Develop Site Specific Internal reports to assist in job handoff, corporate data tracking, etc…
  • Perform Job Hazard Analysis and provide mitigation methods to ensure work can be performed safely
  • Perform comprehensive incident investigation for any Injury/Illness, Property Damage and/or Near Miss event. Identify root cause, causal factors, corrective action, etc… Develop comprehensive report to detail investigation and findings.
  • Workers Compensation Case Management – Initiate initial contact with CORE Medical and begin triage process. If necessary, escort injured team members to receive medical treatment and facilitate treatment plan. In coordination with the Safety Director, provide medical professionals with appropriate worksite accommodations that may allow team member to return to work. Coordinate future communication with CORE Nurse and schedule/document follow up communications.
  • Coordinate with Corporate Safety Department to develop, and revise Site Specific Safety and Health Plans. Review customer policies and procedures, supplementals, notifications, etc… to determine compliance and revise documents as necessary.
  • Perform Site Specific Orientation, Customer Specific Orientation and coordinate all new hire training, OSHA 10, task specific training such as Lockout/Tagout, Confined Space, First Aid/CPR, etc…
  • Participate in numerous customer meetings and coordinate with customer safety representative on any current initiatives/issues
  • Ensure required inspections are performed and maintain Site Safety records such as safe starts, inspections, fire extinguisher inspection, rigging, electrical, fall protection, etc…
  • Daily Safety Meetings – Lead the team in all three daily safety meetings; Morning, Mid-Day and End-of-Day.
  • Coordinate with Corporate Safety Dept. to facilitate third party Industrial Hygiene Monitoring
  • Provide weekly reports on activities and observations
  • Inspect facilities, machinery, and safety equipment to identify and correct potential hazards, and to ensure safety regulation compliance
  • Work with the Safety Manager to conduct or coordinate worker training in areas such as safety laws and regulations, hazardous condition monitoring, and use of safety equipment
  • Communicates safety policies with customers
  • Manage the environmental risk associated with the following laws and regulations:
    • Resource Conservation & Recovery Act (RCRA)
      • Subtitle C – Hazardous Waste
      • Subtitle D – Non-Hazardous Waste
    • Solid Waste Regulations at Federal Level
    • Solid Waste Regulations at State Levels
    • Clean Air Act regulations
    • Clean Water Act regulations
    • Coal Combustion Residuals regulations
    • Community Right to Know Laws
    • OSHA
    • Mining Regulations
    • CERCLA- Superfund rule
  •  Examine contract documents and identify construction quality standards to ensure obligations and requirements are met to the customer’s satisfaction
  • Examine permits, licenses, applications, and records to ensure compliance with all permit and regulatory requirement
  • Prepare, organize and maintain inspection records
  • Perform site inspections and perform audits on project records evaluating operational performance and compliance with quality and permit requirements, respectively
  • Prepare written, oral, tabular, and graphic reports summarizing requirements and regulation, including enforcement and chain of custody documentation
  • Monitor follow-up in cases where deficiencies and/or violations were found, and review compliance monitoring reports
  • Inform individuals and groups of pollution control regulations and inspection findings and explain how problems can be corrected
  • Perform other duties as assigned

Qualifications

  • A valid driver’s license required
  • High school diploma or equivalent required
  • Bachelor’s degree in engineering, environmental compliance, safety, or similar academic program is preferred or equivalent related work experience. Five (5) years of experience in the field may apply in lieu of the educational requirement
  • Professional Certification preferred (CSP, ASP, OHST, CHST, REM, REP, CPESC, CES, PE, PG)
  • Minimum of 5 years work experience in an environmental compliance and safety position for a company in the environmental/construction industry required; a minimum of 8 years of experience is required for individuals without a bachelor’s degree
  • Prior experience in ash management, waste, civil-type construction, or related environment preferred
  • OSHA 510 certification required
  • A familiarity with OSHA 1926 standards and requirements
  • A working knowledge of heavy equipment and excavation safety
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions
  • Certification as an Environmental Specialist (CES) Certified Professional in Erosion and Sediment Control (CPESC) and Project Quality Manager (PQM) is required within 6 months of hire required
  • Certification as an Erosion Sediment & Stormwater Inspector (CESSWI) within 6 months of hire required
  • Registration as a Professional Engineer or Professional Geologist preferred
  • Experience with solid waste management, permitting and compliance within a company that manages coal ash or industrial solid wastes preferred
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions
  • Knowledge of the practical application of engineering science and technology including applying principles, techniques, procedures, and equipment to the design and production of various goods and services
  • Experience with Microsoft Office Suite required
  • Position requires honesty, dependability, and ability to be relied upon, responsible, and to fulfill obligations

  • Ability to use electronic equipment such as computer, cell phone and handheld radio for communication with supervisors and co-workers
  • This position requires a flexible work schedule: nights, weekends, and holidays
  • Must be able to climb, maintain body equilibrium, reach, grasp, bend and walk/stand/sit for extended periods of time
  • Must be able to hear and see naturally or with correction
  • Must be able to lift up to 50 pounds
  • Be subject to loud noises
  • Be subject to atmospheric conditions - one or more of the following conditions that affect the respiratory system or the skin: fumes, odor, dust, mists, gases, or poor ventilation
