JOB DESCRIPTION

Classification: Non-Exempt

Department: Aging
Reports to: Aging Program Director

Summary/Objective

The work involves analyzing a wide range of complaints/concerns involving long-term care institutions and counseling older adults regarding various benefits, both public and private. It also consists of developing and supervising a group of volunteer counselors to provide health insurance information, counsel older adults, publicize the program, and provide consumer education. This work requires high judgment and interpretation of established rules, regulations, and policies. The sensitive nature of the work necessitates the exercise of confidentiality in all contacts.

Essential Functions

  • Meet all requirements and perform the services outlined in the Long-Term Care Ombudsman Program (LTCOP) as authorized by the federal Older Americans Act and Mississippi law.
  • Abide by all MS Department of Human Services (MDHS)/Division of Aging and Adult Services standards.
  • Receive, investigate, mediate, and resolve complaints made by or on behalf of older persons residing in long-term care facilities with referral to appropriate agencies.
  • Assist in arranging for appropriate services to meet the immediate needs of abused older persons.
  • Establish and maintain working relationships with county departments of human services to assist in resolving abusive situations with older persons where necessary.
  • Assist Medicare beneficiaries through the State Health Insurance Counseling and Assistance Program (SHIP) by providing information and enrollment assistance with Medicare health insurance, the Medicare Prescription Drug Program, updates to the Medicaid program, updates to Medicare Supplement Insurance, Long-term Care financing options, Medicare Advantage Plans, SenioRxMS, and Access to Benefits Coalition.
  • Aid Medicare beneficiaries are likely to be eligible through the Mississippi Improvements for Patients and Providers Act (MIPPA) for the Low-Income Subsidy Program (LIS/Extra Help) or the Medicare Savings Program (MSP/Medicare Cost-Sharing).
  • Contact referrals; complete Consumer Information assessments; maintain various electronic databases, logs, files, and correspondence; prepare essential administrative reports.
  • Maintain a roster of certified volunteers; meet with volunteer counselors at various sites regularly (minimum quarterly) to discuss counseling activities and update information on health insurance issues for older adults.
  • Coordinate local publicity and promote speaking engagements/public seminars on various Aging programs, senior health insurance issues, and issues relevant to long-term care.
  • Perform Caregiver Support Coordinator duties to promote a welcoming, supportive, and stress-free atmosphere for Caregivers to share and learn from one another. Assist Caregivers with building skills, managing responsibilities, and engaging in cathartic release.
  • Operated as the Veteran Directed Care Case Manager for veterans living at home who received financial aid from the Veterans Administration to direct their care and pay for needed services and support.

Supervisory Responsibility
This position may have supervisory responsibilities over volunteers involved in insurance counseling.

Work Environment

While performing the duties of this position will occur mainly in an office environment, the employee may travel by automobile and be exposed to changing weather conditions. The employee works in varied office, institutional, and residential environments based on an assigned caseload. The employee may occasionally be exposed to chemical hazards, respiratory hazards, combative residents, blood pathogens, and body fluids.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is also regularly required to stand, walk, or sit; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee frequently lifts and moves up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Required Education and Experience

A Bachelor's degree in Social Work (preferred), related human service/social service field, or health-oriented field; and at least two (2) years of full-time experience in direct services to the elderly.

  • be open-minded and non-judgmental, tactful, and diplomatic
  • have familiarity with negotiation/mediation techniques and strategies.
  • possess a background in community service and exhibit administrative skills in handling volunteers.
  • have the ability to work with older persons.
  • have and maintain a valid Mississippi driver's license.
Candidate must surrender any license to sell health insurance upon hire.

Other Duties

  • Assist long-term care facilities in finding volunteers and other sources of community support when requested.
  • Provide the general public, as requested, information on choosing/selecting placement for family members and resources for expenses.
  • Attend training, meetings, webinars, and conferences related to programs as needed.
  • Present information effectively and respond to questions from groups of managers, clients, customers, volunteers, and the general public.
  • Maintain SHIP Counselor certification and Ombudsman designation annually.
  • Perform other requirements related to the successful operation of this service.
