Geographic Information System (GIS) Analyst
The Central Mississippi Planning & Development District (CMPDD) has been promoting regional excellence since 1968. Our purpose is to assist with creative regional solutions to relevant and emerging issues for our participating governments.
JOB DESCRIPTION
Classification: Non-Exempt
Department: GIS
Reports to: Director of Planning & Management Division
Summary/Objective
The Geographic Information System (GIS) Analyst provides technical support by managing and analyzing geospatial data and providing GIS-based solutions to aid internal and external customers in the completion of related projects and tasks under the leadership of the GIS & IT Manager. The GIS Analyst creates, updates, and maintains (GIS) data and performs data analysis in the desktop and online environment; creates and maintains ArcGIS webmaps, web applications, and surveys to support online mapping for data sharing and mobile data collection.

  • Generates GIS-related solutions (documents, reports, maps, web applications, forms, charts, spreadsheets) and other documentation in accordance with industry-recognized standards and best practices.
  • Assists in establishing, administering, and maintaining Geographic Information System solutions in accordance with the direction of the GIS Manager; creates digital databases and manages and updates GIS data.
  • Configures, develops, and maintains web mapping tools and applications for internal and external users and management.
  • Communicates regularly with GIS team members as well as external consultants and professionals to assess needs, acquire data, clarify questions, and increase overall efficiency in GIS operations.
  • Provides local planning assistance and prepares maps, models, and reports as necessary for staff planners.
  • Assists planning processes with maintaining, reviewing, and troubleshooting GIS operations.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk and listen. The employee is regularly required to stand, walk, sit; use hands to finger, handle or feel objects, tools, or controls; and reach with hands and arms. The employee frequently lifts and moves up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
Required Education and Experience
  • A bachelor’s degree in Geographic Information Systems/Technology, Geography, Geoscience, or a related field.
  • Experience with ESRI platform and suite of products and solutions.
  • Previous local government experience is preferred.
Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job will be considered.

  • Ability to exercise tact and good judgment in dealing with others and making sound decisions.
  • Ability to express ideas and opinions clearly and concisely.
  • Must have and maintain a valid Mississippi driver's license.
  • Ability to read and interpret technical information from map and survey drawings. The ability to define problems, collect data, reconcile facts, and draw valid conclusions.
  • Knowledge and ability using the Microsoft Office software suite, general office machines, plotters, printers, etc.
  • The ability to use proper research methods in gathering data, understand and interpret technical information, and handle sensitive inquiries from officials and the public.

Other Duties
1. Attends meetings, conferences, and seminars within the District and throughout the state.
2. Responsible for mapping and modeling needs in the development of plans for physical facilities of cities, counties, regional, and metropolitan areas.
3. Assists with on-site requests for maps and data.
4. Creates and maintains new and existing GIS data in multiple software platforms.
5. Provides training, education, and assistance to Planning staff members concerning GIS technology and software use.
6. Aids and supports senior GIS staff as needed.
7. May conduct quality control and quality assurance on existing and new data.
8. May maintain metadata and documentation of procedures, data, tools, and related workflows.
9. Assist CMPDD staff as needed for room set-up, moving boxes, furniture, and other similar duties.
