PURPOSE

The Community & Behavioral Services (CBS) Intake Clinician is responsible for being the first clinical point of contact for participants. They will complete assessments, initial treatment plans, and crisis interventions when needed. Incumbent will identify needed services around treatment for substance use disorders and mental health issues and will make appropriate recommendations and referrals. CBS Intake Clinician will provide culturally responsive and compassionate therapeutic services to assist in the mental, emotional, and social well-being of Tribal citizens, families, and communities. The CBS Intake Clinician operates under the “no-wrong-door” philosophy, seeking to connect all participants with the proper care in a trauma-informed manner.

REPORTING RELATIONSHIPS

Reports To: CBS Clinical Operations Director

Supervises: N/A

Liaison To: All Tlingit & Haida Programs and other agencies serving Alaska Native and American Indian people

ESSENTIAL FUNCTIONS

• Complete comprehensive bio-psycho-social integrated mental health and substance use disorder assessments for all participants in a trauma-informed and culturally responsive manner. This includes face-to-face interview with participant, discussion with relevant professionals, review of previous treatment records, etc.
• Assist team to obtain appropriate intake paperwork and Releases of Information (ROIs), assisting participant with completion if needed
• Identify needs and make appropriate diagnoses, consulting with supervisor as needed
• Offer comprehensive treatment recommendations and facilitate appropriate needed referrals identified in assessment process, both internally and externally
• Determine medical necessity for services and establish initial person-centered treatment plans
• Oversee treatment plans and participate in treatment-team meetings for participants that are not actively meeting with a clinician (for example, someone with a case manager, only)
• Use and integrate screening tools in assessment process as indicated or required (AST, PST, ASAM, etc.)
• Provide same day crisis interventions for participants who need immediate care
• Offer short-term therapy for crisis stabilization with small caseload of participants who are unable to access other clinical care immediately
• Establish and maintain regular contact with the waiting list of individuals
• Maintain complete participant case files with timely and compliant documentation
• Provide monthly data for operational reports
• Complete annual training plans to ensure clinician maintains competency levels to the highest standard in evidence-based training areas such as Motivational Interviewing
• Participate in providing presentations on mental wellness
• Participate in community engagement events and activities
• Acquire ongoing continuing education (CEU’s) to maintain professional licensure

NECESSARY SKILLS AND KNOWLEDGE

• Working knowledge of the DSM V TR and diagnostic interviewing
• Understanding of HIPAA and 42CFR to ensure confidentiality is upheld at all times
• Knowledge of Federal Indian Child Welfare Act (Public Law 95-608) and its significance, history, and implementation
• Ability to abide by the basic regulations, operating policies, and procedures regarding Tlingit & Haida programs
• Knowledge of community needs, problems, and resources
• Sensitivity to diverse cultures and community standards
• Recognize and reinforce the inherent strengths of Alaska Native/ American Indians families and communities
• Ability to educate and advocate for children, youth, adults, and families
• Excellent verbal and writing skills
• Ability to be self-directed in problem solving and decision making
• Ability to work collaboratively with professionals at all levels to achieve established goals and improve quality outcomes
• Specialized experience in culturally responsive substance use disorder and mental health treatment
• Advanced clinical skills in working with Alaska Natives/American Indians and the commitment to provide high standards of care
• Protect and maintain confidentiality of participants

MINIMUM QUALIFICATIONS (education, experience, skills)

• Master’s Degree in field of social work, counseling, psychology, or related field
• 2 years of clinical experience providing comprehensive assessments

• State of Alaska Licensure in Social Work, Counseling Psychology, or related field

• Valid Driver’s License

PREFERRED QUALIFICATIONS (education, experience, skills)

• Knowledge of the Tlingit and Haida cultures and traditions
• 5 years of clinical experience providing culturally responsive counseling services to Alaska Native/American Indians, including crisis interventions, assessments, and treatment planning

UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS

The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
