Central Contra Costa Sanitary District is Hiring a Supervising Chemist Near Martinez, CA

Central San’s Regulatory and Compliance Division is seeking a Supervising Chemist. This position supervises, evaluates and directs the daily activities within the environmental laboratory. The incumbent will oversee testing and sampling of wastewater, receiving waters, recycled water, and solids from wastewater collection, treatment, and disposal and ensure that all activities meet applicable laws, regulations, and District policies.
Typical responsibilities may include:
  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff in assigned section(s) of the environmental laboratory .
  • Designs and updates report templates and programs for standardized generation of daily reports relevant to regulatory monitoring and process control requirements and prepares electronic reports for regulatory agencies.
  • Administers the laboratory information management system and organize laboratory work-flow and reporting.
  • Manages laboratory projects, including developing Requests for Proposals (RFPs), evaluating proposals, interviewing consultants and contractors, preparing contracts, and monitoring progress.
  • Directs and oversees the installation and method development of a variety of laboratory equipment, including Gas Chromatograph-mass spectrometer, spectrophotometers, Segmented Flow Analyzer, Inductively Coupled Plasma-Mass Spectrometer (ICP-MS), computers, probes, analyzers, and other instruments and develops procedures for traceability of data reporting to meet the Laboratory quality assurance program.
  • Assists in development and implementation of a quality control/quality assurance program according to regulatory requirements and maintains laboratory certification under the laboratory accreditation program.
  • Assists in monitoring and evaluating problems in plant operations and laboratory analyses, including providing recommendations for alleviating and improving problems. 
  • Assists in the administration of the National Pollutant Discharge Elimination System (NPDES) program. 
  • Acts as either the Technical or Quality Manger as defined in California Environmental Laboratory Accreditation Program Regulations.

Education:
Possession of a Bachelor’s Degree from an accredited college or university with major coursework in chemistry, biology, microbiology, or a related subject.
 
Experience:
Four (4) years of full-time experience in a comparable laboratory environment; including two (2) years of work involving water and wastewater testing and analysis.
Licenses and Certifications:
  • Possession of a valid California Driver’s License. A valid out-of-state driver's license will be accepted during the application process. Must possess a valid California Driver's License within 90 days of appointment. 
  • Possession of a Laboratory Analyst Grade III certificate issued by the California Water Environment Association within 18 months of appointment.
  • Possession of a Laboratory Analyst Grade IV certificate issued by the California Water Environment Association within 3 years of appointment.

The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The list may be used to fill future vacancies in this classification.
Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified of the results of the review process.
Successful candidates not currently employed in regular status by the District must pass a pre-employment physical and drug screen to be considered for appointment.
