The Central California Asthma Collaborative (CCAC) is a non-profit organization dedicated to providing education and direct services, building regional capacity, and advocating for sensible policies that improve health and address inequities by reducing environmental impacts and emphasizing the prevention and management of chronic disease. CCAC’s Comprehensive Asthma Remediation and Education Services (CARES) program provides education and resources to Medi-Cal patients to reduce the burden of asthma in disadvantaged communities (DACs). CCAC’s Climate Equity and Environmental Justice (CEEJ) program engages communities in policy advocacy, provides information and access to climate equity (transportation, energy) incentives and resources available to lower-income families in California.

POSITION SUMMARY:

The CEEJ Associate Director Outreach & Policy (ADOP) will be responsible for leading the development and implementation of CCAC’s various outreach and policy activities that address environmental inequities in California’s low-income and disadvantaged communities. CCAC’s CEEJ program includes both air pollution and greenhouse gas reduction strategies. Examples include, but are not limited to, clean transportation adoption and infrastructure incentive programs, residential building decarbonization, community-based air monitoring, air pollution source identification and emissions reduction, and climate resilience programs. The CEEJ program partners with many grassroots community-based organizations and statewide coalitions to accomplish our work. The ADOP will also support CCAC’s regional and statewide policy efforts related to climate and environmental justice.

RESPONSIBILITIES:

  • Develop and implement protocols to operationalize CCAC’s climate and environmental justice policies and programs.
    • Lead CCAC staff working on the Driving Clean Assistance Program (DCAP), including coordination with the program administrator to develop and implement an equity-focused outreach strategy across the state.
      • Contribute to the development of DCAP marketing materials, workshop presentations, training curriculum for CBOs and other resources to support CBO-led community engagement.
      • Contribute to the development of a DCAP reporting, invoicing and payment system for CBO partners.
      • Oversee training of CBOs on DCAP materials, outreach activities, reporting and invoicing.
    • Work with lead staff of CCAC’s other clean Transportation and Energy projects to ensure successful implementation and to build collaboration across CEEJ projects.
      • Ensure collaboration across CCAC teams to leverage access to other state climate programs with CCAC community outreach, education and engagement efforts such as residential appliance electrification programs, electric vehicle charging programs, clean mobility programs, etc.
    • In concert with the CEEJ Director, Sr, Director of Government Affairs and CCAC’s Deputy Executive Director, develop and implement policy and advocacy agendas associated with CCAC’s CEEJ programs.
      • Identify policy and program priorities in partnership with community leaders and organizations that align with CCAC’s mission and goals.
      • Develop content expertise on topics relevant to CCAC’s regional and statewide policy advocacy.
      • Conduct policy analyses and draft written materials, including correspondence, to further advocacy goals.
      • Develop and present oral and written testimony at workshops, hearings, and meetings as needed.
      • Analyze and respond to relevant agenda items and meeting notices pursuant to regional, state, federal agency, and other relevant bodies activities.
      • Represent CCAC at various community events, statewide conferences, agency meetings, etc.
    • Supervise Program Associates and/or Team Leads in CEEJ Program to ensure high quality performance and growth in each aspect of their position, including but not limited to:
      • Advancing identified advocacy or outreach goals and achieving performance goals in their assigned projects
      • Developing educational curriculum to support leadership development and ongoing engagement
      • Coalition building
      • Professional Development
    • In concert with the CEEJ Director and CCAC’s Deputy Executive Director, prepare and submit grant proposals in support of CCAC’s climate and environmental justice agenda.
      • Prospect for grant opportunities that align with CCAC’s existing programs and organizational mission.
      • Develop and submit grant proposals in response to RFPs from government agencies, private foundations and other funders.
      • Maintain documents, files, and records in accordance with CCAC policies.
      • Assist in preparing and submitting required reports for funders and others documenting relevant program activities, outcomes, and benefits.
    • Engage in other related CCAC duties as assigned.

QUALIFICATIONS

  • Bachelor’s degree in Environmental Science, Environmental Health, Political Science, Public Health Administration or related field (Master’s, JD or PhD preferred)
  • Minimum three years’ experience overseeing environmental and/or climate justice or related projects. Management or supervisorial experience a plus.
  • Experience using a variety of software programs such as Microsoft Office Suite (Word, Excel, Teams), Adobe and website management tools.
  • English and Spanish fluency preferred
  • Experience interacting with a diverse population; must demonstrate the ability to be culturally competent in all respects.
  • Experience working directly with government and industry stakeholders, preferred.
  • Experience working directly with community members and community-based organizations, preferred.
  • Experience working with and on behalf of low-income populations, preferred.

TRAVEL : Depending on base office. Travel to main office in Fresno (if not based there) at least monthly, as well as travel to various meetings as needed. Travel will be predominantly within California but must be able to travel nationally.

DRIVING AND LICENSE REQUIREMENTS : Must possess a valid CADL and applicable CA mandated auto insurance.

PHYSICAL REQUIREMENTS : May be required to obtain COVID-19 and Flu vaccinations. Lift up to 20 pounds.

AUTHORITY AND SUPERVISORY CAPACITY : Oversee a staff of 6 or more full-time personnel.

ACCESS TO SENSITIVE INFORMATION : Must maintain confidentiality of personal client and staff information exposed to when working in files and preparing reports.
