GENERAL SUMMARY OF POSITION

The primary focus of the Program Director is to support the Assistant Director of Housing Services with the day-to-day program management and supervision of the Scattered Site Family Emergency Shelter Program. The Program Director will also be responsible to supervise staff and ensure families receive housing services and document the casework. This position is assigned to a primary work area; however the ability to assist and support other locations, is a requirement when needed to support the entire Housing Services Program. Internal candidates must be performing satisfactorily in their current position and have proven track record of ensuring staff/team members maintain compliance with contract requirements but not limited to scope of services.


ESSENTIAL JOB FUNCTIONS

  • Oversee the intake of families in conjunction with the Family Housing Advocates..
  • Provide assistance and supervision to the Family Housing Advocates, including training on Housing Systems including Home Base, Unit Inspections, Data Base Input, Stabilization and any other functions required of the Housing Advocate as part of the function required by EHOLC.
  • Coordinate and monitor the Social solutions Efforts to Outcomes (ETO) and ensure program compliance.
  • Ensure staff and team members are compliant with scope of services as required through existing contract requirements. Follow up and create plan to ensure compliance.
  • Build a network of potential landlords that can support both temporary and stable housing options for Scattered Sites Families.
  • Create and share (all scattered sites team members) a list of affordable housing opportunities in the areas that Centerboard Services as they become available.
  • Coordinate and monitor the Program’s Vacancy and Occupancy Report with the Director or Housing Services and ensure it is current, accurate and submitted daily.
  • Support the Assistant Director of Housing Services in the development and maintenance of appropriate units and required program policies.
  • Facilitate weekly program staff meetings; ensure supervision and other staff trainings or communication systems are in place and happening.
  • Maintain on-going communication with the local Transitional Assistance Office in the absence of the Assistant Director of Housing Services.
  • Maintain on-going communication with the Centralized Placement Unit in the absence of the Assistant Director of Housing Services.
  • Ensure the staffs’ compliance with mandated trainings, certifications and licenses.
  • Assist in the development and maintenance of appropriate and required demographic and service statistics.
  • Provide the Assistant Director of Housing Services with the monthly summaries and documentation.
  • Perform the duties of Guest Rights Officer and AIDS Education Coordinator and ensure an appropriate level of knowledge of each topic in order to assist the program staff.
  • Collaborate with the Assistant Director of Housing Services in meeting or exceeding housing placement and stabilization goals for the program.
  • Create systems and adjust accordingly to meet operational, family and contractual needs as changes arise.
  • On call coverage
  • This position will have a primary location within Scattered Sites and will be responsible for the overall facilities, staffing and other items that would fall under managing this of this location or other adhoc locations.
  • Other assignments and duties as requested or assigned this may include functions at alternate locations.


COMPETENCIES AND QUALIFICATIONS

Bachelor’s Degree preferred. High School Diploma/GED required. Four years experience working in housing, family advocacy service or an independent living program. Candidate must possess strong communication, working knowledge of Microsoft applications, and organizational skills. Valid driver’s license with an acceptable driving record required. Proven track record and ability to follow up with staff and contractual requirements.
