PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for four (4) follow-on Option Years.
BACKGROUND
The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. INL keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The Office of Afghanistan/Pakistan Programs (INL/AP) provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to stabilization and reconstruction activities in Afghanistan and Pakistan. Since 2002, INL/AP, through its in-country presence in the INL office at U.S. Embassy Islamabad (INL-Pakistan or INL-P), has managed a number of programs to build the Government of Pakistan’s (GOP) law enforcement, rule of law, corrections, and counternarcotic capacity through training, mentoring, commodity transfers, and infrastructure improvements.
POSITION DESCRIPTION
The Pakistan Team Program Advisor, referred to as Advisor, throughout the remainder of this document will provides programmatic, contractual, logistical, and administrative support to the INL/AP Pakistan Team. The team oversees International Narcotics Control and Law Enforcement foreign assistance programming in Pakistan and supports the INL section in U.S. Embassy Islamabad.
This position advises the Pakistan Team members on the development and management of counternarcotic, corrections, law enforcement, and/or rule of law programs INL-Pakistan. The Advisor will provide administrative, budgetary, and programmatic support to help the Pakistan Team and other elements within INL/AP. This position will advise on monitoring and evaluation efforts to track, coordinate, and analyze a wide range of data sets, metrics, and reporting elements related to the oversight of Pakistan programs in excess of $21 million annually. The Advisor will support the Pakistan team to ensure that programs align with relevant strategies and will advise on the federal budgeting process.
LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: 8:15 am to 5:00 pm, unless the INL on-site supervisor approves another time
LOCATION
The physical work location is located at INL/AP’s office: SA-01 Columbia Plaza (2401 E Street NW, Washington, DC 20037).
TRAVEL
Worldwide travel is required for this position and will be done at the request of the INL/AP Office or Deputy Director, in accordance with the contract.
TRAINING
There is mandatory training required for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy.
DUTIES AND RESPONSIBILITIES
  • Advises INL/AP Pakistan Team on monitoring and evaluation efforts for all Pakistan programs. This will include drafting, updating, and collecting Performance Measurement Plans and logical frameworks, updating DevResults dashboards, and managing data collection. In addition, the Advisor will support the analysis of performance data, trends, and outcomes at the project level in addition to the country program level, in coordination with INL/KM/DDL team.
  • Advises the Pakistan Team on INL/Pakistan’s strategic alignment with relevant strategies such as the Integrated Country Strategy and Functional Bureau Strategy. The Advisor will ensure that all INL-related indicators are effectively tracked and analyzed, and that INL/Pakistan is responsive to all requests for mandated reporting.
  • Prepares reporting on best practices for Pakistan counternarcotic, corrections, rule of law, law enforcement, and/or Afghanistan/Pakistan cross-border programs.
  • Coordinates with INL/GPP, INL/Pakistan and INL/Kabul and other internal Department organizations to develop a strategy for implementing programs. Advises Pakistan Team staff on efforts to present, negotiate, and implement programs and strategies with Pakistan government interlocutors. Services in support of inherently governmental functions, including, but not limited to providing support for developing policies, including drafting documents, and conducting analyses, feasibility studies, and strategy and program options.
  • Advises Pakistan Team staff on efforts to provide programming on Pakistan counternarcotic and Afghanistan/Pakistan cross-border initiatives. Efforts include, but are not limited to, providing evaluations of program progress, researching best practices, analyzing implementer reporting, and investigating new opportunities for programming.
  • Assists with administrative and logistical support for U.S. and international-based training of international law enforcement, corrections, and counternarcotic officials.
  • Supports INL/AP’s and INL/Pakistan’s resources/staffing requirements, including by scheduling interviews, shepherding hiring paperwork, and scheduling pre-deployment training and consultations, to help prepare new staff for field deployment.
  • Assists in the preparation of background materials and reports used by INL, and assists in the preparation of factsheets, reports, speeches, briefings, and testimony on Pakistan criminal justice issues, including but not limited to corrections, counternarcotic, rule of law, and law enforcement.
  • Provides general administrative and programmatic support to the INL/AP Pakistan team, including but not limited to assembling briefing books, drafting reports and updates, serving as control officer, and organizing meetings, among other requirements.
  • Assists with logistical and administrative tasks, including VIP travel to the United States and Pakistan, and other worldwide locations, when required.
  • Aides in managing program budget formulation; analyze budget proposals and assists with preparing justifications and memoranda for presentations to OMB and Congress
  • Aides in evaluating program effectiveness in relation to the funding expended for regional programs
MINIMUM QUALIFICATIONS
  • U.S. Citizen or legal U.S. resident;
  • A Bachelor’s degree from an accredited institution
  • Two to four years’ experience in relevant field; Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;
  • Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;
  • Ability to communicate effectively, both orally and in writing, with a wide range of players;
  • Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis;
  • Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents.
PREFERRED QUALIFICATION
  • Demonstrated previous experience working INL programs
  • Demonstrated experience working on Afghanistan and/or Pakistan criminal justice sector issues.
  • Demonstrated proficiency in computer and web-based applications including, inter alia, Microsoft Office Suite, Adobe, Publisher, and DevResults.
  • Demonstrated superior interpersonal skills and proven ability to work well with others.
  • Demonstrated strong analytical, writing, oral communication, and organizational skills.
  • Demonstrated ability to manage multiple projects and deadlines.
  • Demonstrated ability to work both independently and within a team environment.
