Responsibilities:
Under the direction of the direction of the Superintendent, help plan, organize, and implement supplemental programs for Emergent Bilingual learners; assist with the collection and interpretation of local assessment data; provide support and assistance with grant writing for funds to support supplemental programs for Emergent Bilingual learners; perform other related duties as assigned. In addition design, develop, implement, monitor and report results of the compliance/ethics efforts of the District; serve as a channel of communications to receive and direct compliance issues to appropriate resources for investigation and resolution and as a final internal resource with which concerned parties may communicate after other formal channels and resources have been exhausted; provide guidance to the Superintendent of Schools, Board of Education and senior leadership team on matters relating to compliance issues; implement actions necessary to ensure achievement of the objectives of an effective compliance program; prepare and present a variety of related analyses, documents and reports.

Your Responsibilities:

- Provide leadership and assistance in Emergent Bilingual learner planning, organization, implementation, and evaluation.

- Provide direction and guidance to schools to maintain ongoing compliance with state and federal Emergent Bilingual learner program requirements.

- Plan and provide staff development to District certificated and classified personnel and parents on Emergent Bilingual learner program issues.

- Assist in arranging and conducting meetings for personnel in Emergent Bilingual learner program areas

- Lend assistance to school staff in identifying Emergent Bilingual students and language assessment results.

- Assist with the evaluation and analysis of assessment data to monitor progress made by students in Emergent Bilingual programs.

- Maintain statistical data to monitor achievement trends of students in Emergent Bilingual learner programs; assist with the evaluation program effectiveness.

- Demonstrate teaching strategies and techniques and knowledge of materials, including technology, appropriate for use by Emergent Bilingual learner students

- Assist with development of supplemental curriculum for Emergent Bilingual learner programs including instructional strategies and scaffolds to increase Emergent Bilinguals access to core instruction and support them to meet challenging academic state standards.

- Assist in acquisition of supplemental instructional materials for Emergent Bilingual learner students.

- Help complete federal and state reporting forms and Governing Board reports regarding Emergent Bilingual Learner programs.

- Develop parent understanding of Emergent Bilingual Learner Instructional programs and provide training activities designed to assist parents and families to become active participants in the education of their children.

- Represent the District at meetings pertaining to Emergent Bilingual learner programs.

- Conduct the design, planning and implementation of the district compliance program; analyze, interpret and summarize data to produce special reports for district leadership, stakeholders and public information; prepare and deliver written reports and oral presentations.

- Develop, review and update the District’s Standards of Conduct to ensure they remain current and relevant; provide updates and guidance to the Superintendent of Schools, Governing Board, District management and employees on updates as they occur.

- Act as an independent review and evaluation body to ensure that compliance issues and concerns within the organization are appropriately evaluated, investigated and resolved.

- Demonstrate a commitment to the Celebrate Dyslexia Schools by developing a thorough knowledge and application of the district policy and other board policies; participate in staff development, in-services and trainings related to diversity, equity and inclusion in the workplace and in K-12 education; model appropriate behaviors; develop, recommend and implement improvements to business and educational practices with awareness and understanding of their impact in a racially and culturally diverse community.

- Identify potential areas of compliance vulnerability and risk; develop and implement corrective action plans for resolution of problematic issues; provide guidance on how to avoid or deal with similar situations in the future.

- Provide reports to keep the Superintendent, Governing Board, senior management, and district stakeholders informing them of the operations and progress of compliance efforts.

- Maintain a working knowledge of laws, rules and guidelines related to compliance issues; attend conferences, workshops, and other trainings to assure District compliance activities are legally appropriate.

- Create, maintain, monitor and distribute a variety of records, reports, lists and files.

- Methodologies and techniques for teaching of reading, early intervention.

- Techniques and methods for teaching reading to English learner students; curriculum design and review that supports Emergent Bilingual learner programs.

- Organizational, planning, and program management strategies, techniques, and procedures.

- Human relationships and team management building methods and techniques.

- Local, state, Federal laws and guidelines related to K-12 public education.

- Administrative Directives, Regulations and Board Policies.

- Report writing and recordkeeping methods.

- Computer and software technologies.

- Ability to work under pressure on multiple projects simultaneously, with constantly changing priorities and deadliness.

- Communicate clear objectives for compliance programs and activities.

- Deliver high quality oral reports and public presentations.

- Develop, coordinate, and participate in multifaceted educational campaigns and training programs that focus on the elements of the District compliance program.

- Maintain confidentiality and demonstrate discretion, initiative, and good judgement.

Required Skills and Qualifications

- Bachelor’s degree in education, business administration, public administration or related field

- Three years of classroom teaching experience, including experience working with Emergent Bilingual learners; experience with assessment and evaluation procedures for Bilingual-Biliterate (English/Spanish) students.

- Certified Compliance and Regulatory Professional, or similar certification from an accredited institution or recognized professional association and the ability to read, write and speak in a language other than English, is desirable.

- A minimum of five (5) years of professional experience conducting compliance investigations, developing, implementing, or monitoring compliance programs, including direct experience presenting information in a formal setting.

Job Type: Full-time

Pay: $56,000.00 - $67,000.00 per year
