Funding Research Specialist – Austin, Texas
The Funding Research Specialist provides support for the entire Funding Resources Team at the direction of the Funding Resources Program Manager/Director. This level encompasses professionals with typically at least 10-15 years of infrastructure grant experience. The Funding Research Specialist will support research for programs, agencies, and projects, providing crucial information to produce high-quality grant applications and funding strategies. The role will include strategic guidance based on years of historical knowledge in the field, assisting in QA/QC, representing the Funding Resources Team with internal and external stakeholders, monitoring new and ongoing programs, and organizing and compiling data for multiple audiences. This role is the first go-to person for grant research requests and should be able to quickly identify and disseminate information. This person should also be comfortable discussing grant programs and strategies with Halff clients, representing the team with funding agencies, and be available for some travel. Multiple years of experience in the field is a must. Experience with modern organizing systems including for Office Suite products or others including Trello is preferred. This person will be tasked with organizing and maintaining a wide range of data for multiple audiences.
Duties/Responsibilities:
  • Responsible for gathering important, time-sensitive grant and loan funding opportunities information from key funding agencies including upcoming deadlines and new programs
  • Developing and/or maintaining relationships with key funding agencies.
  • Assisting in and/or developing presentations/internal news articles/summaries for company intranet and other communication streams.
  • Providing email communication alerts for new and upcoming programs.
  • Attending program workshops/webinars and developing notes/summaries for team and company dispersal.
  • Updating/maintaining Grants/Funding Calendar and tracking regional, state and federal grant opportunities.
  • Collaborating with Marketing Team to develop cut sheets/one-pagers for popular programs (e.g., Trails Grants in Texas, etc.).
  • Developing/maintaining a system to move communications from reactive to proactive cycle of information.
  • Reviewing Notices of Funding Opportunities and agency websites, and quickly providing high-level summary of key information for internal and external audiences.
  • Assisting in application and document development as needed. Portions or all the following may be included:
    • Assist in grant application development including providing a timeline of application development deliverables; writing narrative; developing any required supplemental information and visuals when needed; formatting budgets; coordinating with internal and external stakeholders to gather and synthesize information; and submitting applications.
    • Provide draft application documents for review with substantial time for quality control by internal team.
    • Assist clients if funding agency requests follow-up information post-submittal.
  • Collaborating with internal and external professionals across a broad range of technical, engineering and architectural practices.
  • Assisting with and performing Needs Assessment interviews with clients and developing strategy documents matching current and future needs to potential grant and alternative funding opportunities for large municipal projects.
  • Meeting with internal and external stakeholders to analyze projects and providing strategic guidance for ushering projects through application development and follow-up phases.
  • Improving grant and loan application results by evaluating and re-designing processes, approach, coordination, and boilerplate.
  • Gathering and maintaining pertinent grant and loan information in an organized and efficient manner.
  • Accomplishing organization goals by accepting ownership for accomplishing new and different requests and exploring opportunities to add value to job accomplishments.
Required Knowledge/Skills/Abilities:
  • Broad and specific knowledge of relevant grant and loan programs from Federal, State, and Local agencies.
  • Technical writing, experienced with development of infrastructure grant applications.
  • Good project management skills, including the ability to plan, organize, and execute projects within scope, time, and budget constraints.
  • Ability to manage tasks and time with flexibility and positive attitude.
  • Good interpersonal and communication skills, enabling effective collaboration with clients, team members, and external stakeholders.
  • Demonstrated experience in successfully managing multiple projects simultaneously and prioritizing tasks effectively.
  • A commitment to maintaining high-quality standards, safety protocols, and ethical practices in all assignments, and owning responsibility for products. Reviews draft and final deliverables for accuracy, completeness, and consistency.
  • Encourages and is open to receiving input and ideas from other team members.
  • Strong verbal and presentation skills.
  • Up to date knowledge of tools to organize broad range of data, including Excel and other Office programs.
Education, Experience and Licensure: (Minimum qualifications)
  • 10 years of experience in grant writing, preferably infrastructure grants.
  • Bachelor’s Degree required
Physical Requirements: (Minimum qualifications)
  • Prolonged periods sitting or standing at a desk and working on a computer.
  • Must be able to lift up to 20 pounds.
  • Must be able to travel to various project sites.
  • Must be able to access and navigate job sites and construction areas.
