Overview

Who We Are

Catholic Community Services’ Counseling, Recovery & Wellness (CReW) Program is a licensed community mental health and substance use disorder treatment program and provider of the King County Integrated Care Network (KC-ICN). Our collaborative team focuses on serving adults with mental illness and/or substance use disorders to help improve the quality of life for our clients and our great community. Services offered utilize Harm Reduction and Recovery principles, with an emphasis on building collaborative relationships with the persons served as the first step towards lasting engagement in treatment. Range of services includes diagnostic assessments, individual therapy, peer support, case management, group counseling, skills training, care coordination, medication management, and psychoeducation. Our team was created out of the need for onsite supportive services in our agency housing program and we adapt our services to best fit the unique needs of our clients in a variety of locations within Seattle downtown and greater King County. Position Summary

This position provides leadership and oversight to a clinical team delivering outreach, engagement, ongoing case management and treatment services to adults with behavioral health disorders, including those that are homeless and have co-occurring mental health and substance use disorders. The incumbent is expected to actively represent and promote CCS values and principles.

Responsibilities

  • Access to Services:
    • Develop and maintain strong and active relationships with contractual and other referral sources.
    • Work with staff/interns to determine appropriate level of care for incoming referrals and match for services within clinical team or offer referral to external supports as needed.
    • Respond to walk-in urgent crises or issues that arise from existing or potential clients as they appear in the building.
    • Provide weekly intake assessment appointments on as-needed basis to allow for rapid access to services for either mental health or substance use treatment.
    • Supervise and coordinate assigned activities of clinical staff/interns.

    Provides clinical supervision, clinical training, professional development and field supervision for a team of clinical staff that includes: Therapists and Master’s level Interns.

    • Provide active clinical training of staff/interns in the office, in client’s homes and/or the community.
    • Make case assignments according to needs of the individual.
    • Monitor safety and risk issues taking timely and appropriate action to prevent incidents.
    • Provide clinical orientation and ongoing training to new staff/interns, both in offices and in the field.
    • Ensure that supervised interns are maintaining complete clinical files, and that their clinical documentation accurately reflects the work done and meets all state, funder and program requirements.
    • Conduct evaluations for supervised staff/interns, completing all necessary paperwork and be responsible for training plans, corrective actions when needed, and skill development goals.
    • Assists interns and clinical staff in meeting productivity and documentation standards using collaborative problem-solving strategies to improve processes and performance, ensuring complete and accurate documentation for all consumers
    • Provide opportunities and work with leadership to assist clinicians, including new hires, in obtaining their first 50 hours of clinical experience in substance use disorder treatment, as required by WAC.
    • Develop a strong, thriving, positive and effective team built on collaborative and respectful relationships.
    • Contributes in a dynamic way to the development, cohesion, and productivity of their team, supporting teamwork through strong and honest communication and a commitment to
    • Communicates the mission and goals of CCS CREW Program to a clinical team, supporting and focusing their team toward innovative and creative contributions to achieving those
    • Provide back-up coverage for Therapists, Interns, and Intake Specialist when necessary for staff vacancies, illnesses or vacations.
    • Provide back-up coverage for clinical supervision when necessary.
    • Carry a caseload of 5-10 therapy clients:
    • Complete intake evaluations and comprehensive diagnostic assessments that demonstrate medical necessity and qualify an individual to receive treatment.
    • Write and implement individualized service plans, utilizing client voice, to order the treatment services and interventions that will be provided to individuals.
    • Provide and/or arrange necessary crisis response and stabilization services. Respond to crises in a prompt, effective and collaborative manner.
    • Provide and/or facilitate the provision of a range of therapeutic responses that support the overall recovery of clients: including access to basic needs (food, clothing and shelter); access to or stabilization of housing; and acute and ongoing medical care, psychiatric treatment, substance use services, and financial assistance.
    • Allow for interns and other staff to shadow these clinical interactions as part of training and onboarding, all with client permission and only when therapeutically appropriate.
    • Program point of contact for all COD groups, including creation, training, scheduling, and clinical staff oversight.
    • Other administrative functions:
      • Respond to complaints and grievances in a strength-based and solution-focused manner, involving supervisory support and site leadership when needed.
      • Ensure compliance with agency and program policies and procedures, contracts and applicable state and federal regulations.
      • Participate actively in strategic planning, leadership meetings and quality improvement activities, positive working relationships with other professionals, social service and health care providers, community organizations and individuals in the community.
      • Demonstrate effective written and oral communication, facilitating, coaching, and supporting the mission of
      • Perform regular weekly and monthly audits of EHR clinical documentation for each interns and clinical staff.
      • Review weekly EDUM reports related to clinical care in collaboration with clinical supervisory team.
    • Provide fiscal supervision of interventions:
      • Responsible for concrete costs including monthly reports on productivity, hourly staff time, and other expenditures on a monthly basis.
      • Review and approve special checks requests by staff.
      • Complete AP requests for program purchases and ensure routine payment of established vendors, contractors or other consultants
      • Demonstrates an ability to use technology to track and evaluate service utilization and consumer outcomes as they impact program revenue.
    • Community liaison/advocacy:
      • Coordinate with other system representatives as needed, attends meetings, phone consultations, etc.
      • Provide advocacy work with housing project staff, courts, mental health systems, and other community organizations as needed.
      • Teach and provide advocacy work with schools, courts, behavioral health systems, and other social service agencies as needed, all while maintaining standards of confidentiality.
    • Other administrative functions:
      • Respond to complaints and grievances in a strength based and solution focused manner. Involve others as indicated.
      • Ensure compliance with CCS policies and procedures, contracts and applicable state and federal regulation.
      • Participate actively in strategic planning, leadership meetings and quality improvement activities.
      • Act as a point of contact when program leadership is not available.
    • HIPAA
      • Holds leadership role in creating a culture of privacy and security of Protected Health Information in HIPAA Covered Entity service area, including education of staff about their responsibilities for safeguarding privacy and security.
      • Authorizes level of staff access to PHI/ePHI to ensure staff can perform assigned job duties; regularly monitors access to ensure appropriate safeguarding of PHI/ePHI.
      • Responsible for upholding a culture of privacy and security in highly confidential work environment (HIPAA covered entity service area).
      • Complies with all CCSWW policies and procedures that involve access to and safeguarding of client Protected Health Information (all forms).

    This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

    Qualifications

    • Washington State Department of Health registration as either Agency Affiliated Counselor registration OR higher relevant credential
    • Meet or exceed qualifications for Mental Health professional (as defined by WAC 246-341: a person with a Master’s in Social Work, Psychology or Counseling; OR with a Master’s degree in one of the social sciences along with two years of experience in clinical services under the direct supervision of an MHP).
    • Substance Use Disorder Professional active credential with DOH
    • 1 year supervisory or leadership experience.
    • 3 years’ experience working with individuals suffering from co-occurring mental health and substance use disorders.
    • 1 year experience working with people who are homeless.
    • Must be strength-based, family-oriented and solution-focused.
    • Pass background check through Washington State Patrol.

    Preferred Qualifications

    • 2 years as Licensed Mental Health Counselor, Licensed Independent Clinical Social Worker or comparable license and able to provide clinical supervision.
