Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission through outcome-based strategies which support personal and community transformation.

The Director of Housing Solutions oversees the delivery and execution of supportive services to residents of CCC’s Permanent Supportive Housing Portfolio, as well as the community-based housing initiatives. Supportive services include resident services as well as an array of specialized supportive programs. The position provides direct supervision to leaders within the department, oversees development of new programs, and serves as liaison to funders and community partners.

Provides oversight of Permanent Supportive Housing Portfolio, as well as the community-based housing program requirements, including contractual management and reporting. Ensures that all CCC PSH and community-based housing lines of business including peer services, recovery and homelessness, and permanent supportive housing are aligned with agency mission and strategic plan. The position is part of CCC’s Supportive Housing and Employment Services leadership team.

ESSENTIAL DUTIES AND RESPONSIBILITES:

  • Ensure that CCC Supportive Housing programs meet contractual requirements and support client housing, income, health, and recovery goals.
  • Provide direct supervision of Associate Directors and support employee growth and team effectiveness.
  • Oversee contract management, funding resources, design and implementation, and reporting requirements across CCC’s Permanent Supportive Housing Portfolio, as well community based supportive housing initiatives.
  • Set expectations around, and foster an environment supportive of, quality programming based on a commitment to continual improvement processes and data and outcome tracking.
  • Advance CCC’s equity goals, including reducing disparities and increasing access to services by underserved communities.
  • Represent CCC in public and community settings, and build and maintain positive relationships with funders and community stakeholders.
  • Create and implement programming designed to meet strategic goals and desired outcomes, based on best practices; ensure timely and accurate outcome reporting.
  • Work closely with the CCC Housing Department to ensure safe and successful communities, and a collaborative atmosphere between departments.
  • Combine efforts with Directors of other CCC Departments to ensure, implement and enhance the continuum of care across CCC Programs, inclusive of housing, health, income, and recovery goals.
  • Combine efforts with fundraising staff to ensure continuous and improved funding revenues for Housing /Supportive Housing Programs.
  • Oversee the utilization of the Homeless Management Information System by the CCC’s Permanent Supportive Housing Portfolio, as well community based supportive housing initiatives.
  • Be available to problem solve and assist in resolving program participant issues when needed by management staff.
  • Prepare and monitor budgets, and recommend corrective action as needed to ensure CCC’s Permanent Supportive Housing Portfolio, as well community based supportive housing initiatives remain financially viable.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security.

  • Ability to effectively communicate with clients, co-workers, corrections personnel, police, merchants, the public at large and supervisor.
  • Ability to provide leadership.
  • Ability to hire, schedule, train, develop, supervise and evaluate staff.
  • Ability to provide advocacy, as appropriate.
  • Professional maintenance of appropriate boundaries.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in relevant field and 7 years of experience in supportive housing; OR Associate’s degree and 8 years of experience in supportive housing; OR 9 years of experience in supportive housing.
  • Five years of supervisory and/or managerial experience required.
  • Computer literacy.
  • Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects; climb stairs several times a day.
  • Must pass a pre-employment drug screen, TB test, and background check.
  • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
  • Must possess a current driver’s license, pass a DMV background check and be designated an “acceptable” driver as outlined in Central City Concern’s Fleet Safety Policy. Must pass initial Annual Drivers training and then pass annual Recertification training.
  • Must adhere to agency’s non-discrimination policies.
  • Ability to effectively interact with persons with diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, life styles, and sexual orientations and treat each individual with respect and dignity.
