*Reports To*: Executive Director, Catholic Properties of El Paso *Primary Function:* Responsible, under the direction of the Executive Director, for overseeing facilities, planning and construction services for the Diocese of El Paso. *MINIMUM QUALIFICATIONS*: *Education, Training, Abilities and Experience*: * Degree in engineering, business administration, or related field. · Working knowledge of personal computer software such as Microsoft Office. * Detail-oriented with high degree of accuracy. * Pleasant personality; telephone tact; ability to interact with diverse groups of people. * Strong organizational skills. * Excellent communication skills, both oral and written; strong interpersonal skills * Ability to establish and maintain effective working relations with the parishes, schools and diocesan staff. * The ability to drive and hold a valid driver’s license. * The ability to successfully complete a criminal history and background check. *Primary Duties and Responsibilities:* * Evaluates feasibility and needs assessment plans for Diocesan parish, Pastoral Center, Catholic Properties, Mt. Carmel Cemetery, and Diocese of El Paso school’s construction, renovation, and maintenance projects. Makes recommendations to Executive Director. Reviews all phases of new construction projects (including portables) and assists parishes in selection of architects and contractors. * Helps parishes in choosing architects, engineers, and contractors, checking credentials/licensing and experience, and making recommendations to the parish. Gives guidance through the bidding process to make sure all legal and proper requirements are followed. * Reviews and coordinates construction of all new jobs and remodeling in the Diocese. This includes site inspections, contract review, contract coordination and meetings with contractors, pastors, parish officials, building officials, and consultants. * Provides direction and assistance to parishes regarding asbestos abatement in buildings and clean-up of other toxic materials. * Directs and assists parishes in providing adequate maintenance programs and in selecting licensed contractors. * Provides Risk Management and oversees property insurance claims, liaison between Diocese and Catholic Mutual, oversees and implements loss control and safety initiatives. * Member of the Diocese of El Paso Building Council. * Assume special projects and other duties assigned and serves on various committees to provide consultation as directed. *Describe the relationships that must be managed/coordinated* *Internal:* Relates in a friendly, competent, and confidential manner with the entire Catholic Properties staff. *External:* Relates in a friendly, competent, and confidential manner with all persons encountered in the parishes, schools, and Diocese. *Physical Demands*: The characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The employee’s office location is at Catholic Properties of El Paso, but the employee must be willing and able to transport self to parish and school sites as required. He/she must be able to work cooperatively with other members of the staff, with parish personnel and outside contractors and be able to multi-task. Must be able to serve on committees (which occasionally meet in the evenings and on weekends) with all levels of the Diocese. Must be able to make public presentations. Travel is frequently required within the Diocese. Work outside normal working hours also required as necessary to accomplish the job duties. The employee must frequently lift and or move up to 40 pounds.
