JOB SUMMARY: The Program Manager provides comprehensive management of the Adams Place Low Barrier Shelter, ensuring that the program and services are in accord with best practice standards, contract and grant requirements, and agency practices and procedures. The position oversees fiscal, operational, administrative, staff management, and quality practices of the program; seeks and develops outside funding sources; and liaises with external community partners.

SUPERVISORY RESPONSIBILITIES: Provides administrative supervision of up to 4 FTE’s

ESSENTIAL DUTIES and RESPONSIBILITIES:

  • Manage and oversee the administrative and daily operations of the program in support of overall program goals and objectives.
    a. Develop and implement systems and processes to enhance operational efficiency.
    b. Monitor program implementation in accordance with grant funding requirements.
    c. Conduct regular reviews for accountability and program performance.
    d. Oversee and/or coordinate the collection, compilation and analysis of program activity data; write and ensure the timely submission of all external and internal program reports.
    e. Perform liaison activities with community partners, including contract monitors in conjunction with Director of Men’s Shelter.
    f. Work to resolve program issues involving customer service, financial and other operational concerns.
    o Serve as first level review and facilitator of client grievance reports and meetings.
    o Communicate concerns and progress to supervisor.
    g. Coordinate with HMIS manager and monitor other database contract requirements to ensure compliance and quality standards.
    h. Promote a client centered, compassion service and dignified shelter environment. In coordination with the Manager of Social Work, and/or Case Management Supervisor, regularly review progress of clients who participate in ongoing case management services and Work Bed Program.
  • Provide leadership and direction to all program staff and volunteers; oversee supervision of staff, which includes recruiting, staffing, hiring, performance evaluation, training, and professional development; set standards for customer service; conduct regular staff meetings; communicate policies and procedures; and facilitate team dynamics.
  • Manage program budget and expenditures to ensure that available funds and resources are used efficiently in conjunction with Director of Men’s Shelters.
    a. Approve the use of credit cards; apply payment and receipts to database in accordance with Agency procedure.
  • Oversee and maintain quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.
    a. Oversee completion of all required internal and external reports.
    b. Conduct client record reviews on an ongoing basis in conjunction with the Manager, Social Work.
    c. Implement Corrective Action Plan to address deficiencies identified through the agency client process and CQI process.
    d. Enable staff participation in quality improvement.
    e. Update the program’s practices and procedures, and program manual as needed.
    f. Coordinate and oversee the maintenance of program facilities and equipment in accordance with relevant health, fire and safety codes, FERC, and COA standards.
  • Perform other job-related duties as assigned.

EDUCATION and EXPERIENCE:

  • Bachelor’s degree in human services or related field.
  • 3 years of progressively responsible non-profit experience in program management.
  • 1 year of supervisory experience.
  • Driving is required. Must have a valid driver’s license and clean driving record.

SKILLS and COMPETENCIES:

  • Knowledge of management principles and practices. Knowledge of budgeting and fiscal management principles.
  • Program planning and implementation skills.
  • Skill in the use of computers, preferably in a PC, Windows-based operating environment.
