Overview

The State Refugee Cash Assistance (RCA) Manager is a staff member of the Kentucky Office for Refugees (KOR), a department of Catholic Charities of Louisville. Catholic Charities of Louisville is the Replacement Designee designated by the federal Office of Refugee Resettlement (ORR) to administer the Kentucky state refugee resettlement program and serve as the State Refugee Coordinator’s office. The Kentucky State Refugee Coordinator oversees the design, implementation, and coordination of refugee services throughout the state.

KOR is responsible for the management and operation of Federal funding that supports post-resettlement programs including short-term cash and medical assistance, employment services, case management, English Language Training, and a variety of other social services for refugees and other eligible populations who arrive in Kentucky. KOR coordinates programs and services in each resettlement site and participates in community meetings to ensure general awareness and coordination between stakeholders.

The State RCA Manager will be responsible for the oversight and management of the Refugee Cash Assistance program in Kentucky. The program provides short-term cash assistance to refugees and other ORR-eligible populations in their first year of arrival in the United States. In Fiscal Year 2024, this position will be responsible for managing over $30 million in RCA funding from the federal Office of Refugee Resettlement. This includes RCA funding provided directly to clients- including differential payments to families on TANF (KTAP) and RCA employment incentives- as well as RCA Administration funding provided to subrecipients.

A hybrid work schedule is available. KOR staff are required to be in the office two days a week to encourage collaboration and team building. Additional-in office days made be required on an as needed basis.

Job Skills / Requirements

ESSENTIAL DUTIES AND TASKS

1. Programmatic Management of Refugee Cash Assistance

a. Serve as the main point of contact for the RCA program in Kentucky

b. Systematically review, approve, disburse, and reconcile all cash assistance payment requests from all Kentucky resettlement agencies on weekly basis

c. Serve as Site Administrator for Card Management System portal, granting access to new users, ensuring compliance with payment card program policies, and disabling or deleting inactive users

d. Regularly meet with resettlement agency staff to maintain a current understanding of challenges and opportunities in RCA service delivery

e. Consult with local agency staff who utilize ClientTrack to determine what updates are needed to RCA features and coordinate with KOR’s Monitoring & Evaluation team to communicate these priorities to the database administrator

f. Develop and deliver training and technical assistance solutions to local RCA staff as needed

g. Update RCA forms, handouts, and templates as needed, and ensure equitable language access by obtaining and distributing translated copies to resettlement agencies

h. Help local RCA staff develop tools and procedures to effectively track client compliance with RCA policies

i. Work with KOR’s Program Manager and state coordinators to foster greater coordination and collaboration between local RCA staff, case managers, employment specialists, and other service providers

j. Monitor ORR policy letters and other publications for changes to federal policies that affect RCA programming

k. Collaborate with KOR’s Policy & Procedures Specialist to maintain Kentucky RCA policies and procedures, distribute quarterly policy updates, and draft policy letters to communicate changes to ORR RCA policy

l. Assist RCA providers with eligibility determinations related to Refugee Cash Assistance in collaboration with the Policy and Procedure Specialist.

m. Review and approve employment exemption requests submitted through ClientTrack

n. Attend DCBS collaboration calls and serve as backup to KOR’s state case management coordinator for hosting calls

o. Onboard new RCA providers to the RCA program

2. Administrative Management of Refugee Cash Assistance

a. Administer quarterly self-monitoring of local RCA staff and conduct regular desktop monitoring of all aspects of program

b. Collaborate with KOR’s Monitoring & Evaluation Manager to develop a schedule, benchmarks, and tools for regular monitoring of RCA programs

c. Assist Monitoring & Evaluation team with monitoring of RCA providers

d. Review, negotiate, and approve resettlement agencies’ annual RCA service plan and budget; semi-annual reports

e. Collaborate with KOR’s Assistant Director and Grants Administrator to determine annual RCA budgets for subrecipients, produce Notices of Award, NOA terms and conditions, and report forms for resettlement agencies

f. Forecast and track RCA and RCA Admin expenditures to ensure KOR and resettlement agencies are adequately funded

g. Complete RCA component of ORR-1 and ORR-6 reports

h. Run and analyze monthly refugee arrivals reports

WORKING CONDITIONS:

When in the office, work is performed in a setting that shares an open space with other staff members. There will be moderate noise due to computers, with people moving about and talking. Separate meeting space is available on site for private consultation.

Job responsibilities will include travel within the state to carry out activities in other communities that resettle refugees (Bowling Green, Lexington, Covington and Owensboro, KY), and periodic out-of-state travel to attend conferences and trainings.

EFFORT:

· Very strong attention to detail and good aptitude and foundation of Excel skills for working with large amounts of financial data

· Strong critical thinking skills and attention to detail to make well informed decisions and conclusions in the development and implementation of grant programs and policies and procedures.

· Strong communication skills with the ability to transfer complex information and policies into understandable language for diverse audiences.

· Strong writing skills

· Ability to accurately examine and analyze information and to develop policy and program recommendations based on findings.

· Strong interpersonal skills necessary for the establishment of robust working relationships with partners and community stakeholders resulting in effective service provision.

· Flexibility with work schedule to adapt to deadlines and demands from funding sources including unanticipated issues and concerns.

· Ability to travel frequently to different areas of Kentucky where refugees are resettled and participate in periodic out-of-state conferences, training and/or meetings.

· Must have a valid driver’s license. Mileage reimbursement is available for POV, or rental cars are provided.

· Ability to sit and stand for extended periods of time.

EDUCATION AND EXPERIENCE:

Bachelor’s degree or higher in a relevant field required.

Minimum of three years of related professional experience. Strong preference for candidates with proven experience in facilitating processes with multiple stakeholders with diverse backgrounds Must have strong problem-solving ability with keen attention to detail.
