Carley provides products and services within the full spectrum of training system requirements, including new systems development as well as the maintenance of existing training systems. Our capabilities include training devices, electronic classrooms, SCORM-conformant self-paced training, instructor-led training, virtual simulations/virtual environments, and Virtual Reality-based training in support of technical and soft skills training. Carley Corporation is an ISO 9001:2015-certified business.

Carley is seeking to hire a candidate with specialized knowledge and experience in managing Government contracts and subcontracts, recognizing contractual issues, and recommending solutions. Must have contracts-management experience, including experience working with FAR and DFARS terms, processes, and principles. Must be a team player and able to work directly with customers, program managers, and departments to support and execute the overall contracting/subcontracting process from formation through closeout.Administers contracts awarded from Government and non-government sources. Prepares and administers subcontracts awarded under prime contracts.

WHAT YOU'LL BE DOING AT CARLEY:

  • Direct interface with Government/Customer/Subcontractor contracts office on assigned contract/subcontract matters.
  • Responsible for receiving, distributing, reviewing, and commenting on contract awards and modifications.
  • Administers and maintains electronic and physical contract files in accordance with Corporate and Government regulations.
  • Evaluates and monitors contract performance to determine necessity for modifications, extensions of contracts, and compliance to contractual obligations. Works with program managers and Customers to resolve contract issues and concerns.
  • Understands price proposals, financial reports, and other financial data regarding contracting.
  • Participates in Defense Contract Management Agency and Defense Contract Audit Agency reviews. Complies with all contract audits conducted by DCMA and DCAA.
  • Prepares and files a variety of mandated Government reports.
  • Supports GSA Schedule required reporting via FAS Sales Reporting System.
  • Supports Small Business Subcontract reporting via eSRS.
  • Other duties and projects as assigned and needed.

THE IDEAL CANDIDATE WILL HAVE THESE QUALIFICATIONS:

  • Bachelor's Degree and four (4) years of experience in DoD contracting; or no degree and at least six (6) years of directly-related experience and training in DoD contracting- REQUIRED.
  • Knowledge and understanding of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Code of Federal Regulations (CFR), and such other governing regulations- REQUIRED.
  • Knowledge of all contract types, such as FFP, CPFF, CPAF, CPIF, T&M- REQUIRED.
  • DoD (Department of Defense) experience- REQUIRED.
  • Ability to understand and assist in the preparation a wide range of contractual documents such as Request for Proposals, Contracts, Modifications, Subcontracts, Letter Agreements, Purchase Orders, Non-Disclosure Agreements, Proprietary Information Agreements, and Memoranda of Understanding, Change Notices- REQUIRED.
  • Exceptional attention to detail - REQUIRED
  • Ability to work independently with minimum supervisory oversight- REQUIRED.
  • Computer proficiency with Microsoft Suite (Access, Word, Excel, etc.) - REQUIRED.
  • Strongwritten and spoken communication skills are- REQUIRED.
  • Understanding of cost estimating and pricing proposals- PREFERRED.
  • Due to the nature of the work at Carley, this position requires U.S. citizenship - REQUIRED.
  • Carley Corporation requires all employees to be fully vaccinated upon hire or be eligible for a legal accommodation under ADA or Title VII - REQUIRED.
  • Employees living 50 miles or less of the Carley corporate office will be deemed as local and must have the ability and means to support onsite hours - REQUIRED.
