CareSTL Health is Hiring a Director of Clinical Business Services Near St. Louis, MO

CARESTL HEALTH is a Non for Profit, Federally Qualified Health Center (FQHC) serving St. Louis communities and school - based operations.

POSITION SUMMARY: The Director of Clinical Business Services plans, directs and monitors all financial activities for the Laboratory, Radiology and Pharmacy departments and keeps the organization's CFO and management informed on the financial condition of the services. This position is responsible for the overall supervision of billing, submittal and collection of charges for services. Director of Clinical Business Services participates in the decision-making processes necessary for the successful attainment of the organization's mission, in addition to maintaining an awareness of changes in healthcare matters that could have an impact on the success of CareSTL Health.

ESSENTIAL FUNCTIONS:

  • Assist in the development and implementation of goals, policies, priorities and procedures relating to financial management, budget, accounting and payroll for Laboratory, Radiology, and Pharmacy departments.
  • Prepare annual operations budgets and grant budgets with input and involvement at the departmental level; work with all department managers throughout the year to insure that expenditures adhere to legal and budgetary requirements.
  • Prepare capital budgets and cash flow projections.
  • Prepare monthly and annual reports of estimated future costs and revenues to the CFO, CEO, COO, CMO and Board of Directors.
  • Direct internal audits involving review of accounting and administrative controls.

OTHER JOB FUNCTIONS:

  • Maintain a thorough working knowledge of federal, state and managed care reimbursement payment methodologies including: contractual accounting, payment calculations, billing requirements and compliance issues.
  • Supervise the preparation of all regulatory reports (UDS, Medicare, Medicaid, IRS Form 990, etc.).
  • Responsible for day-to-day financial operations of Laboratory, Radiology, and Pharmacy; including accounting, budgetary, audits, tax, revenue cycles (billing and collections), .
  • Perform the preparation of and ensure timeliness, accuracy, and usefulness of financial and management reports, including monthly, quarterly and annual financial and budgetary reports as well as special-purpose reports.
  • Work with department managers across the organization to implement financial plans.
  • Work with CFO and other leadership to develop financial goals and objectives for the Lab, Radiology and Pharmacy.
  • Make sure all reports are made available to all the appropriate departments in a timely manner.
  • Responsible for the organization's relationship with federal and state authorities and government regulators; keep up to date with all federal statutes surrounding participation in the Medicare and Medicaid programs.
  • Verify all insurance coverage is in place each year, including staff, malpractice/FTCA, general property, etc.
  • Employ a system of appropriate internal controls and responsible financial procedures.
  • Familiarize and complies with all CareSTL Health policies and procedures.
  • Follow established guidelines for use and/or disclosure of protected health information.
  • Other duties as assigned.

JOB REQUIREMENTS AND QUALIFICATIONS:

Education:

  • Bachelor of Science in Business Administration, Finance or Accounting degree required. Master's Degree, preferred. CPA is required. At least 5 - 10 years experience in FQHC healthcare center preferred.

Experience:

  • A minimum of 10 years of relevant experience required

Knowledge, Skills and Abilities:

  • Strong Accounting Background
  • Thorough knowledge of financial and accounting practices and procedures.
  • Understanding of governmental regulations and reporting requirements.
  • Good oral and verbal communication skills.
  • Good organizational and self-motivational skills.
  • Proficient with advanced Excel Functions

Transportation Requirement:

  • Must have Reliable Transportation
