Job Summary
This position is responsible for designing and delivering strategies which support the alignment and operations of provider network supports offered through CareOregon's central behavioral health teams. This position will function as a lead for program and specific project management, scoping and sequencing provider offerings, resource mapping, communication supports, engagement strategies for building participation from the network, tracking past/present/future offerings, and supporting efforts for evaluating and adjusting provider offerings based on feedback/data. This role will lead program operations delivery systems.
Essential Responsibilities
Program Design and Operations
- Lead strategist for designing and maintaining program elements which support the scoping of new provider technical support needs, matching those needs with the most applicable technical support team, and then monitoring and offering recommendations for completion. This role will develop and oversee behavioral health provider-facing infrastructure and maintain quality improvement process.
- Creates content design, facilitates processes, and documents procedures related to the sequencing of provider supports across various teams, ensuring the provider experiences a thoughtfully designed, intentionally sequenced set of provider supports. They will pursue administrative simplification within the behavioral health department and support multi-team operations.
- Creates, improves upon, and maintains dashboards or reporting that quantifies current and past deployment of resources across regions and across providers. Acts as Smartsheet subject matter expert for content creation and reporting. Summarize key findings from those dashboards/makes recommendations for regional resource decision making.
- Ensure that provider supports offered by central teams are delivered in a manner that compliments and does not compete with offerings delivered by the regional teams.
- Acts as lead trainer and facilitator on developed systems.
Project Management
- Collaborates with CO leadership to increase coordination of central behavioral health's programmatic and strategic initiatives.
- Develops processes for and leads in the assessment of needs within regional CCOs for improved resource allocation and integration processes. Creates summaries and makes recommendations with findings.
- Proactively flags for risk and applies improvement tools to meet project goals; communicate with other departments and stakeholders as necessary.
- Ensure work related to strategic projects, Process Improvement Plans (PIPs) and metrics are aligned and stored in a centralized system. Develops, implements, and operationalizes new systems.
- Translate program management strategies and initiatives into a workplan; monitors and addresses if timelines are at risk, identify potential barriers and facilitates processes with stakeholders on plan implementation and updates.
- Serve as a lead between CareOregon central and regional teams, help ensure accountability, as well as maintain technical project reports, records, and documentation.
- In partnership with the internal CareOregon team, learn best practices and serve as a resource to provider network. Leads new initiatives within program design.
- Develops and lead in the utilization of evaluation tools for key process and outcome measures.
Communications and Engagement
- Collaborate with PRS team for cohesion and streamlined provider supports.
- Maintain technology oversite for regional provider communications (website management and provider support materials etc.).
- Identify innovation marketing and outreach efforts for communication campaigns aimed to increase provider engagement.
- Understand CO provider offerings and summarize portfolio of work within a centralized system.
- Creates platforms for education and upskilling for provider network.
Evaluation and Feedback Integration
- Track program outcomes and deliverables.
- Coordinate with central's behavioral health teams to identify and implement evaluation tools and various feedback systems for network improvement.
- Consolidate data for shared learning and strategic planning.
- Facilitates and leads change and process improvement strategies.

Experience and/or Education
Required
- Minimum 5 years' experience in healthcare or social services, including a minimum of 3 years in program management and operations
Preferred
- Clinical and/or quality improvement experience
- Training in lean or related process improvement techniques
