This role requires strong evaluation skills, including logic model development, evaluation planning, quantitative and qualitative data collection design, data analysis, and summarizing results in accessible, usable formats.Essential ResponsibilitiesParticipate in ongoing population monitoring and make data informed recommendations for programs and interventions based on evaluation and monitoring analyses.Provide consultation and serve as the primary resource in new and emerging equitable evaluation methods.Collaborate with internal departments and lines of business to ensure evaluation needs are met.Help provide interpretation and synthesis of programmatic data feedback to inform ongoing program development.Design and lead opportunities that build a culture of data informed decision making.Participate in the planning, design, and implementation of new program evaluation projects.Commitment to ensuring evaluation activities are done in a culturally competent or inclusive manner.Keep abreast of best practices in evaluation and monitoring and incorporate these practices into the CareOregon evaluation strategy.Conduct periodic literature reviews and background research to advise evaluation analysis design and outcome or impact measurement.Contribute to the development of clear and compelling evaluation reports, materials, and presentations that communicate learnings, outcomes, and applications internally and externally.Apply qualitative data, tools, and methods, including surveys, focus groups, and interviews, and the use of mixed methods in evaluation analysis.Participate in the design and development of data collection and program evaluation tools.Develop and provide training to internal teams on robust evaluation processes and provide technical assistance, as needed.Manage evaluation projects conducted by external vendors on behalf of CareOregon.Strive to meet annual business goals in support the CareOregon's Quality Health Outcomes strategic goals.Organizational ResponsibilitiesPerform work in alignment with the organization's mission, vision and values.Support the organization's commitment to equity, diversity and inclusion by fostering a culture of open mindedness, cultural awareness, compassion and respect for all individuals.Strive to meet annual business goals in support of the organization's strategic goals.Adhere to the organization's policies, procedures and other relevant compliance needs.Perform other duties as needed.Experience and/or EducationRequiredMinimum 4 years' experience in evaluation science, analytics, research, policy, population health or a related technical field, including minimum 2 years data analytics experienceORBachelor's degree in social science, science, or math with minimum 3 years' experience in evaluation science, analytics, research, policy, population health or a related technical field, including minimum 1 year data analytics experienceORMaster's degree in data analytics (e.g., health informatics, biostatics, business, data methods), public health, health administration, program evaluation and measurement or applied research with minimum 2 years' experience in evaluation science, analytics, research, policy, population health, or related technical field, including minimum 1 year data analytics experiencePreferredTableau or SQL experienceKnowledge, Skills and Abilities RequiredKnowledgeKnowledge of appropriate quantitative and qualitative data analysis methods and toolsUnderstanding of evaluation theory, methods, and design;
