Job Description:
STC is seeking a User Engagement Manager and Program Analyst to lead the Requirements, Assurance and Assessment Division’s (RAAD) User Engagement contract, which will support the Office of Systems Architecture and Engineering (SAE) in the National Oceanic and Atmospheric Administration (NOAA) Environmental Satellite Data and Information Service (NESDIS) Line Office. User engagement informs NESDIS product planning and development, satellite program architecture, requirements and development, and service delivery design and measurement. The candidate will be supporting NESDIS/SAE to establish enterprise policies, standards, methods and practices for all aspects of user engagement, including customer communications and relationships management, user needs collection and analysis, usability testing and user feedback processes, user training support, and customer experience.

Job Requirements

• Serve as the overall PM and technical lead for this Task Order responsible for all aspects of Program execution.
• Interface with CO/COR and government task monitor for technical/programmatic status reporting and coordination.
• Coordinate and manage subcontractors.
• Adjudicate issues raised to the PM level.

Essential Requirements:

• Experience leading teams and managing communications for information technology projects.
• Experience with the development and execution of strategic or communication plans.
• Experience with strategic engagement planning, management, measurement, and analysis.
• Ability to identify and mitigate risks.
• Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements.

Education:

• Master’s degree in natural science or related field and 15 years of experience in communications or public policy. PhD preferred.
