Description of Job
The Division of Professions and Occupations (DPO) provides consumer protection through its regulation of over 500,000 licensees, registrants, certificants and permit holders within more than 55 professions, occupations and business in the State of Colorado.

This work unit exists to ensure consumer protection through the regulation of licensees governed by the Department of Regulatory Agencies and the Division of Professions and Occupations. Regulation includes ensuring those licensed and practicing under the assigned Boards and Programs must comply with minimal statutory standards and coordinating the disciplinary process to enforce the statutory requirements according to the Colorado Revised Statutes. Both areas involve accomplishing the strategic measures of the Division, including improving customer service and managing fees, protecting consumers and leading people, as well as the regulation of all those providing such services, ensuring that those providing the services comply with minimal statutory standards, and coordinating the disciplinary process to enforce the statutory requirements according to the Colorado Revised Statutes.

Position : SJA 9010

The Program Director is a professional level position responsible for all aspects of the overall management and supervision of the Boards and Program Areas, including policy development, enforcement, licensing/registration, administrative responsibilities, and all matters related to the efficient and effective conduct of the Boards and Programs, their meetings, and the issues that come before these bodies. This position will also pursue these responsibilities with independent judgment and critical analysis to improve customer service, manage fees and expenses, protect consumers, and lead people in connection with the strategic goals of the Division.
Duties include, but are not limited to:
  • Reviewing proposed and existing rules, statutes, policies, and legislation related to the assigned boards and programs;
  • Managing disciplinary cases through prosecution, directing the program area to ensure licensee/registrant compliance with rules and orders as well as complaint investigations; determining licensure eligibility in complex cases and issuing orders; and issuing directions and subpoenas as necessary to accomplish these objectives;
  • Developing and implementing procedures for program processes, including establishing criteria for applicants and licensees to follow in applying for licensure, in interacting with the board(s), and in disciplinary matters;
  • Directing the internal affairs of the program area by establishing work unit goals, objectives, and plans; designing individual position assignments;
  • Exercising authority for all positions in the program area; developing and justifying budget; authorizing expenditures; and resolving intra-agency conflicts;
  • Representing the DPO in disciplinary and judicial proceedings; serving as the Board's representative to professional associations and other external constituencies on state, national, and international levels;
  • Anticipating and providing direction to the Director and to the Board regarding regulatory philosophy and policy by developing and analyzing new regulatory theory and policy;
  • Developing and analyzing new programs and procedures to implement same; identifying the need for new or revised public protection/safety initiatives and new or revised methods to better accomplish current goals and objectives.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS (MQs):
  • Graduation from an accredited college or university with a bachelor's degree in business, public administration, public policy, education, communication, general studies, or in a field of study closely related to the work assignment;
  • Five (5) years of professional* experience working in the public sector performing the following:
    • Operational management and leadership: Ensuring compliance with policies, rules and regulations by planning/developing and/or ensuring the follow-through of systems used within a work unit; AND/OR
    • Program management: developing program policies, managing resources, and ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders.
  • Of the five (5) years, two (2) must include formal** supervisory experience over professional level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.
  • Document this experience in your application IN DETAIL, as your experience will not be inferred or assumed. Part time experience will be prorated.
    SUBSTITUTIONS:
    • A combination of professional* work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level, or knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree;
    • A master's or doctorate degree from an accredited college or university in business, public administration, public policy, education, communication, general studies, or a field of study related to the work assignment will be substituted for the bachelor's degree requirement. Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree.
    *Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

    • Process improvement and change management experience including, developing and implementing new processes, quality improvement processes, and cost-saving measures, including improving processes to minimize regulatory and/or compliance burdens;
    • Demonstrated experience working in a regulatory environment;
    • Demonstrated experience interacting with various stakeholders to provide guidance, recommendations, and resolve concerns among stakeholders;
    • Customer Service Leadership: Experience in developing principles and processes for providing customer service, developing customer needs assessment through the use of data and reporting, meeting quality standards for services and evaluation of customer satisfaction.
    • Demonstrated program development experience, including experience developing and monitoring a budget, and experience establishing goals, objectives, procedures, and performance expectations;
    • Demonstrated knowledge of statutes, laws, and regulations for the Electrical and Plumbing Board.
