This position is professional management level administrative work whereby the incumbent is responsible for performing a range of tasks directly involved in the administration and management of real estate redevelopment programs and projects throughout Prince George' County. Excellent hard and soft skills are required to effectively manage and administer RDA programs and real estate development activities, including but not limited to collaborating Government agencies staff, private citizens, vendors, and contractors, administering identified programs within the agency, and assisting senior staff in the management of real estate development projects. Work performance is evaluated in terms of effective and timely management and administration of assigned program objectives and successful completion of assigned tasks.Examples of WorkWhat You'll Do:* Administers the RDA Surplus Property Program, facilitating site proposal for surplus designation and subsequent disposition of selected sites.* Creates and maintains databases for identifying and tracking surplus property dispositions and budget requests.* Prepares legislative bills and resolutions for the surplus of County property and its disposition.* Participates in the sale of surplus designated property from initial sales contract through settlement procedures.* Leads in marketing designated assets to generate public bids.* Provides high-level administrative and technical support services related to County and RDA-owned real estate and priority projects involving the use, acquisition or disposition of such real property.* Coordinates the use and development of County land resources with internal/external agencies, as well as private entities requiring County and RDA owned sites.* Participates in site visits, internal and external meetings to discuss land use objectives in the determination of RDA and County needs.* Processes payments and deposits related to the sale of surplus property and keeps accounting of surplus transactions.* Research deeds, plats, surveys, rights of way, appraisals and other conveyances using online systems.* Assists Senior Management with identifying potential areas of compliance, vulnerability, and risks.* Prepares requisitions and assist in the procurement of services advancing RDA projects and programs (surveys, appraisals, studies, construction services, etc.).* Attends committee, advisory, board, task force, and special focus group meetings in the evening, and on weekend as assigned by the Executive Director.* Performs tasks and duties related to this work classification that are required and that may not be specifically listed with this announcement.QualificationsWhat You'll Need:* Master's degree in public or business administration or related field,* Plus, two (2) years of responsible experience in governmental activities to be specified based upon position assignment, orAn equivalent combination of education and experience is also accepted.Preferred Qualifications:* Master's degree in business or public administration, architecture, real estate development, urban planning or related field,* Plus, two (2) years of related work experience; or an equivalent combination of education, experience and training.* Considerable knowledge of the principles and methods of public administration and local government.* Considerable knowledge of management practices and administrative and legislative processes.* Considerable knowledge of the functional area to which assigned.* Considerable knowledge of program development, implementation, management techniques, and evaluation concepts.* Ability to prepare, interpret and evaluate proposals and modifications.* Ability to coordinate a diverse range of assignments.* Ability to communicate effectively both orally and in writing.* Ability to establish and maintain effective professional work relationships with County officials, representatives, and the general public.Additional InformationCONDITIONS OF EMPLOYMENT:Upon selection, the candidate must:* Meet all training and performance standards and demonstrate proficiency as required by the agency.DURATION OF ELIGIBILITY:Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date.
