Summary

The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support, and provide human services programs focused on achieving results in housing stability, financial stability, healthy living, and social engagement for veterans, service members, and their families; older adults and their caregivers; and other populations who experience vulnerability. The division's work also includes efforts to strengthen connections within and improve access to the human services system.

ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans assistance fund, and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board and the King County Women's Advisory Board.

As a Resilient Communities Policy and Community Engagement Analyst PPM II within ASD, you will play a pivotal role in supporting our policy direction and community engagement efforts on refugee and immigration support. Your work will directly contribute to fostering inclusive policies and impactful initiatives to enhance the well-being of vulnerable populations, particularly immigrants and refugees.
The VSHSL defines resilient communities as persons or communities susceptible to reduced health, housing, financial, or social stability outcomes due to systemic or historical exposure to trauma, violence, poverty, isolation, bias, racism, stigma, discrimination, disability, or chronic illness. Some examples include communities of color; immigrant and refugee communities; persons with disabilities; survivors of domestic violence and other gender-based violence; persons who identify as lesbian, gay, bisexual, transgender, queer, questioning, intersex or asexual; and survivors of human trafficking.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 1 year after the start date, but subject to change dependent on operational need. This position is scheduled to work 40 hours weekly, Monday - Friday, 8 AM - 5 PM. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a county-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the . Job Duties
Team Support:
  • Collaborate to develop community engagement initiatives that inform ASD leadership, community stakeholders, elected officials, and staff about the importance and priorities of Resilient Communities programming.
  • Cultivate and sustain relationships and partnerships with coalitions and communities, influencing and learning from collective perspectives and efforts regarding issues affecting vulnerable populations.
  • Support fostering connections with key leaders and organizations in the community, advancing new issues and proposals through collaboration and shared goals.
  • Coordinate efforts to represent DCHS and the County in collaborative endeavors with task forces, interdisciplinary groups, and committees addressing the needs of vulnerable populations.
  • Assess existing policies' impact on resilient communities, identifying actionable opportunities aligned with resilient communities' objectives, and formulating evidence-based policy recommendations to support their advancement.
  • Provide support for multiple, concurrent, intricate, and politically sensitive initiatives aimed at enhancing outcomes for immigrants and refugees.
Data Analysis and Assessment:
  • Provide support for collecting and analyzing data to conduct needs assessments, evaluate outcomes, and recommend quality improvement.
  • Support ASD's commitment to learning and improvement by assessing policy proposals and responding to formal and informal feedback channels.
Collaboration:
  • Assist in intra-departmental efforts related to VSHSL strategy implementation, ensuring alignment with resilient communities' goals.
  • Work closely with teammates to identify issues, assess impacts and risks, and offer recommendations.
  • Manage relationships, partnerships, and funding initiatives, focusing primarily on resilient communities.
Planning and Execution:
  • Review local or regional plans and proposals concerning resilient communities to understand objectives, expected outcomes, and alternatives.
  • Assist tracking, visualizing, and executing VSHSL strategies.
Communication and Reporting:
  • Prepare clear, concise, and objective documents, reports, and briefings orally and in writing, summarizing analytic findings, issues, and alternatives effectively.
Community engagement:
  • Ensure ongoing community engagement, maintaining meaningful partnerships and accountability to affected communities.
  • Provide expertise on policies, practices, and program models impacting resilient communities, particularly immigrants and refugees.
  • Offer continuous technical assistance and deploy efforts to support contract partners in overcoming program barriers.

Experience, Qualifications, Knowledge, Skills

  • A well-developed understanding of equity and social justice principles and/or supporting projects that integrate equity and social justice into program design and workplace culture.
  • A skilled relationship-builder who understands the connection between effective community engagement and positive outcomes.
  • Exceptional writing and oral presentation skills.
  • A creative and intuitive problem solver who can tackle challenges with a positive, can-do attitude.
  • A combination of life experience, work experience, and/or education (degree in law, public health, public administration, social work, systems engineering, humanities, or another field relevant to serving vulnerable populations) that equips the candidate to work with community partners, and support a team in service of vulnerable populations.
  • Experience analyzing and/or providing programmatic support to an organization, unit, division, institute, or center that delivers services, develops or analyzes policies, or otherwise serves vulnerable populations. Such organizations, institutes, or centers may include those focused on human rights, anti-poverty programs, low-income housing, anti-racism, or issues supporting survivors of traumatic experiences.
  • Well-developed project management skills.
  • The grit to do hard work and the ability and willingness to inspire others to work hard, and a high-performer, initiative-taker who knows how to work independently and efficiently.
  • Experience in the government and/or non-profit sector(s).
  • A valid Washington State Driver's License or the ability to travel around the county in a timely manner.
