Job Description

The position is eligible for a hiring bonus up to 10% of the first year’s annual salary.

Envisioneering, Inc. is seeking a Senior Scientist subject matter expert in Electronic Warfare (EW) to support the Office of Naval Research (ONR) and its ongoing Science and Technology portfolio. The individual should have expertise and experience with EW technologies in areas that include: signal processing, threat warning systems; Electronic Support (ES) sensing for wide-area spectrum awareness; Signals Intelligence (SIGINT); decoys and countermeasures; counter-Command, Control, Communications, Computers, Intelligence, Surveillance Reconnaissance and Targeting (C4ISRT); and/or Electronic Protection (EP). The individual should also have experience with program management. Experience managing basic, applied, and advanced development research programs related to components, sub-systems, systems, and/or signal processing is desired. The individual must have strong communications skills and an ability to work independently with multiple organizations to coordinate schedules and agreements between the ONR, Resource Sponsors, Acquisition Sponsors, other agencies and technical performers.

Job Requirements

MINIMUM SKILLS/QUALIFICATIONS:

• Relevant S&T experience in the development of Radio Frequency (RF) demonstration and prototype hardware, software and systems.
• A thorough working knowledge of the phenomenology, development and application of EW technology in relation to naval requirements.
• Relevant acquisition program management experience focused on moving technology from S&T to acquisition systems including a working understanding of technical requirements development/risk management, contracts, budgeting and obligations/expenditures management.
• Subject matter expertise for the identification and analysis of critical Navy capabilities.
• The ability to coordinate interactions and facilitate opportunities for collaboration with multiple agencies and organizations from deckplate sailors to senior level staff
• Ability to lead analysis efforts, including modeling and/or simulation projects to identify the preferred analytic process, coordinate agencies’ support for that process, and develop project deliverables.
• Ability to coordinate and evaluate test efforts.
• Ability to develop/manage program schedules.
• MATLAB experience desirable.
• Broad naval operational and/or staff experience across one or more operational domains is desirable including: sub-surface, surface, aviation and unmanned systems communities.
• Possess a minimum of a TOP SECRET clearance and be eligible for access to Sensitive Compartmented Intelligence (SCI) at the SI/TK level.

EDUCATION:

• PhD from an accredited college or university in mathematics, engineering, physics, or related sciences plus 10 years of relevant work experience, or a Master’s degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 15 years of relevant work experience, or a Bachelor’s degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 20 years of relevant work experience.
