JOB SUMMARY:

CARE has also established a platform for scaling solutions both internally and externally, with an approach grounded in and informed by the evidence. In this new role within CARE's Impact, Learning, Knowledge and Accountability team and under the supervision of CARE's Research and Evidence Lead, the Technical Advisor will advance research and evidence in three core domains to advance CARE's scaling work. These domains are evidence synthesis, cost-effectiveness and -benefit analysis, and modeling indirect (catalytic) impact.

RESPONSIBILITIES:

Conduct cost-effectiveness and -benefit analysis

  • Identify priorities for cost-effectiveness and -benefit (CEB) analysis in partnership with ILKA, PSI Innovation and Scaling teams.
  • Collaborate with country/technical teams to collect programmatic information on context, implementation approach, M&E data, and finance data of program interventions to be analyzed.
  • Conduct analysis together with country/technical teams and apply results to advance CARE's Globally-Scaled Initiative.
  • Support fundraising to advance CEB analysis, as needed.

Conduct / support evidence reviews and develop evidence action plans

  • Identify priorities for evidence review in partnership with the ILKA, PSI, Innovation and Scaling teams.
  • Plan for and conduct evidence reviews, sometimes in collaboration with external partners.
  • Develop actionable plans for addressing evidence gaps and priority research questions identified through the review process in partnership with ILKA, PSI, Innovation and Scaling, and country/technical teams.
  • Support fundraising to address evidence gaps and research priorities, as needed.

Conduct studies to model catalytic impact

  • Identify priorities for modeling catalytic impact that supports and advances scaling of solutions in partnership with the ILKA, Innovation and Scaling teams, as well as country/technical teams.
  • Conduct modeling exercises and develop case studies.
  • Develop and implement an evidence use plan for modeling studies in collaboration with the ILKA, Innovation and Scaling teams, as well as country/technical teams.

Produce peer-reviewed publications of evidence

Collaborate with the ILKA, Innovation and Scaling teams, as well as country/technical teams, to develop a pipeline of peer-reviewed publications of scaling evidence
  • -with a focus on cost-effectiveness and catalytic impact modeling.
  • Lead production of peer-reviewed publications.
  • Support the Innovation and Scaling teams, as well as country/technical teams, in the production of peer-reviewed publications.

QUALIFICATIONS:

  • University degree in economics, statistics, public policy, international development, or related field.
  • 5 years of experience in developing and managing evaluation and research studies in humanitarian or development contexts.
  • Excellent data analysis, synthesis, and interpretation skills and capable of translating data into actionable insights and recommendations.
  • Experience coordinating and collaborating with cross-departmental teams across multiple countries.
  • Excellent written, visual, and verbal communication skills and cross-cultural sensitivity.
  • Knowledge of economic evaluation approaches, including cost-effectiveness and cost-benefit analysis.
  • Fluency in spoken and written English.
