GENERAL NATURE OF DUTIES:

Directs and coordinates implementation, design, and maintenance of clinical information systems used to improve clinical operations. Coordinates projects with Information Technology in order to ensure effective integration of clinical systems with other institutional applications. Responsible for meeting and obtaining Meaningful Use measures and goals for the organization. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Travel to other locations is required on a regular basis.

QUALIFICATIONS FOR THE POSITION:

  1. Healthcare clinical knowledge and experience

  2. Knowledge and experience with information systems

  3. Knowledge and experience with an electronic medical record project

  4. BS degree preferred

  5. Good communication skills required

SPECIFIC DUTIES:

  1. The Clinical Information Systems Director is responsible for the overall management and supervision of the Clinical Information Systems (CIS) activities such as development, implementation and monitoring of electronic medical records across CIS. This person must work cooperatively with the Diagnostic Service Managers and the Chief Information Officer in the efforts to interconnect system elements throughout CIS and assure appropriate storage and security of the EMR information.

  2. The Clinical Information Systems Director will work closely with all of the physicians, office team leaders, and staff to assure timely, accurate, secure and efficient upkeep of electronic medical records and meet goals and objectives of Meaningful Use and other Quality Programs.

  3. This person must work cooperatively and effectively with external companies involved in the EHR processes and monitor timelines and project progress.

  4. The Clinical Information Systems Director is responsible to manage the electronic medical records project and works cooperatively with the other EMR personnel such as the Diagnostic Managers, Chief Compliance Officer, Chief Information Officer, Medical Records Administrators and the Health Information Systems Specialist to coordinate the efforts to accurate and secure electronic medical records.

  5. The Clinical Information Systems Director shall seek opportunities for improved electronic medical record handling and security.

  6. The Clinical Information Systems Director is responsible for the supervision, training and instructions of the Health Information Systems Specialist and will oversee the daily efforts and assist as necessary.

  7. The Clinical Information Systems Director will assure appropriate staff and physicians’ communication, education and training in electronic record processes. This person must be knowledgeable in HIPAA privacy and security regulations and medical records release laws.

  8. The Clinical Information Systems Director shall reflect the CIS mission of delivering high quality care in decisions and instructions regarding electronic medical records.

  9. The Clinical Information Systems Director must work closely with the Medical Records Administrator and the medical records departments to provide secure and accurate medical record management.

  10. The Clinical Information shall follow the policies and procedures set by the Board of Directors, Chief Executive Officer, and Chief Operating Officer.

  11. The Clinical Information Systems Director shall provide regular efficient communication to the Health Information Systems Specialist and all involved in the Clinical Information Systems process.

  12. The Clinical Information Systems Director shall monitor and oversee the staffing in the Clinical Information Systems department.

  13. The Clinical Information Systems Director performs other related duties as assigned and serves in whatever other capacity deemed necessary for successful completion of the mission and goals of CIS and in concordance with its patient philosophy.

  1. Keeps work area neat and organized. Reports safety issues to team leader immediately.

  2. Works efficiently and manages time wisely. Assist other employees when all duties are complete.

  3. Communicates any problems, difficulties or concerns regarding job duties to the team leader.

  4. Performs all duties without significant error occurring with any regularity.

  5. Meets all deadlines and timeframes for completion of assignments.

  6. Represents the company in a professional manner at all times. Demonstrates acceptable ability to interact with physicians, staff (“internal customers”) and “external customers” (patients, family members, insurance companies, home health etc.) on a professional level at all times. Exhibits good communication skills with physicians, patients, team leaders, and co-workers at all times.

  7. Exhibits whenever possible a harmonious relationship with other employees in order to accomplish the duties and responsibilities of the position. While perfect harmonious relationships with all employees is sometimes not achievable, not more than an occasional complaint should be received by the team leader about the incumbent of this position.

  8. The employee shall work and relate cooperatively with all other employees (internal customers) to assure optimum care for the patients and to achieve standards of care set forth by the medical staff.

  9. Adheres to the Compliance Plan as it pertains to the above specific job duties. Uses best efforts to maintain compliance by following the CIS Corporate Compliance Plan, attending compliance education, following medical documentation guidelines, and communicating concerns regarding compliance issues.

  10. Performs accurate and complete documentation in the patient’s medical record, when applicable. 

  11. Work with the electronic medical record (EMR) staff to maintain quality and work towards future EMR development.

  12. Maintains patient confidentiality according to the HIPAA standards of privacy and security.
