POSITION: TANF Caseworker DEPARTMENT: WIOA

RATE OF PAY: $ 18.03 per hour HOURS WORKED: Monday to Friday, 8:30 a.m. to 4:30 p.m.

OVERALL OBJECTIVE OF JOB: To administer, manage, and organize all aspects of TANF funded programs within Carbon County Workforce Training, as well service all participants as needed to ensure success not only for each individual, but the program as a whole.

QUALIFICATIONS:

EDUCATION/TRAINING: High school diploma and an associate degree in Human Service, or equivalency, plus computer training required.

WORK EXPERIENCE: 2 years working experience in social service programs plus general office skills and computer word processing.

ESSENTIAL FUNCTIONS OF JOB:

  • Manages all aspects of the EARN Program which includes but is not limited to: Responsible for all aspects of case management for EARN participants.
  • Accepting and enrolling EARN program enrollments from various sources which can include Work Ready, SNAP, and KEYS.
  • Plan, coordinate, and implements EARN program orientation for all new enrollments which can include explaining requirements, establishing an Individualized Employment Plan (IEP), and following up on any questions.
  • Document all required program activities, communications, and case management requirements in the system of record, CWDS, as well as creating and updating all service plans for each enrollment.
  • Document, process, and submit to Department of Human Services (DHS) all client and participant Special Allowance Requests (SPAL).
  • Provide other case management services as related to EARN including job search, resume, and interview assistant, as well as any additional skill requirements or needs.
  • Manage and conduct case retention and performance services, which includes but is not limited to collecting EVF and Paystubs, time sheets, or providing further job coaching services.
  • Manage case load which can including 10 individuals from numerous referral sources including EARN, Work Ready, SNAP, and KEYS.
  • Acquire and maintain a detailed knowledge of the Employment and Training Master Guidelines.
  • Ensures all data related to TANF is reconciled with the WIOA fiscal agent’s case records.
  • Act as Single Point of Contact (SPOC) Coordinator for all of Pocono Counties TANF and EARN programs. These duties include but are not limited to: Complete the Monthly Performance report and submit report to the LMC and BETP.
  • Facilitates weekly Direct Service Team (DST) meeting and provide a weekly client update to DHS, CCIS, and the Work Ready Program.
  • Ensuring that the DST’s are provided with guidelines, contractors’ memoranda, policy clarifications and other technical information regarding the operation of the program.
  • Acting as liaison between the LMC and DST’s.
  • Acts as liaison with state monitor. Sends program minutes and all other required information to Harrisburg.
  • Assists in compiling, and reviewing the plans submitted each year to BETP to ensure that it accurate reflects the operation of the program.
  • Interacts and advises program managers regarding agency policies and procedures, program requirements, etc.
  • Reconciles information from CAO ETS System with CWDS System.
  • Responsible for accessing monthly Performance Reports for Pocono Counties reviewing for requirements, e-mailing Monroe, Pike and Wayne Counties for required documentation.

ESSENTIAL FUNCTIONS OF JOB (continued):

  • Reviews Pocono Counties payment reports, break down and list by County and forward to the Fiscal Agent for payment.
  • Collect, review, scan and upload performance documentation from each county for the Pocono Counties and forward to Harrisburg monthly.
  • Attend monthly Pocono Counties LMC meetings, transcribe minutes and distribute minutes to members.
  • Operates computer, telephone, fax scanner, and copier as well as other office equipment as required to complete essential job functions.
  • Assist customers of the PA CareerLink and Carbon County in the use of the Internet based Pennsylvania CareerLink system as needed. This includes, but is not limited to, job search, resume preparation, locating training provides and referral to partner agencies.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.

  • Must possess some knowledge of how to deal with the assigned population, and the ability to settle disputes in logical and reasonable manner.
  • Must possess some knowledge of developing programs and the ability to implement them.
  • Must possess some ability to prepare public relations information and to interact with County and other outside agencies in regard to activities and clients within the Center.

WORKING CONDITIONS:

  • Works indoors in adequate office space, lighting, temperatures, and ventilation.
  • Moderate exposure to noise, disruptions and stress.
  • Below normal indoor exposure to dust/dirt.
  • Travels occasionally when needed to perform essential functions of job.

PHYSICAL REQUIREMENTS:

  • Must possess ability to record, convey and present information, explain procedures and follow instructions.
  • Must be able to sit for long periods throughout the work day with intermittent periods of standing/walking and occasional bending, twisting, stooping, reaching and grasping as necessary to carry out essential job duties.
  • Dexterity requirements range from coordinated movements of fingers/hands; to simple movements of feet/legs/torso as necessary to carry out essential job duties.
  • Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.
  • Must be able to cope with the physical and mental stress of the position.
  • Must have agility to be able to move frequently throughout the workday, as needed to carry out essential job duties.
  • Must be able to pay close attention to details and concentrate on work.
