BRIEF POSITION SUMMARY
Performs a range of mental health counseling work focused on preventative methods for members of the Texas Military Department. Serves as a regional promoter of mental fitness for Texas Military Department and networks with community resources best suited to aid Service Members. Work involves assessing, counseling, educating, reporting and analysis. Reports to the DeputyJ9. Works under minimal supervision, with extensive latitude for the use of the initiative and independent judgment.
WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Identifies and refers Texas Military Department Service Members with behavioral health needs to OJS counselors for clinical treatment and support.
  • Coordinates with the Texas Military Department unit leadership and J9 to identify risk factors within units and provide support to promote mental health awareness and wellness promotion plans.
  • Conducts mental health related psychoeducational skills training for Texas Military Department, to include suicide prevention, resilience, substance use, and other behavioral health and wellness-related topics, as requested by unit leadership based on needs of unit members.
  • Facilitates peer support groups for Texas Military Department service members.
  • Gathers, and presents data to analyze trends and patterns of harmful behaviors, inputs data into Statistical Software program, shares data monthly with Integrated Primary Prevention/Joint Resiliency Directorate
  • Serves as behavioral health advisor to prevention workforce as it relates to prevention of domestic violence, self-harm, sexual violence, sexual harassment, and workplace violence.
  • Coordinates and supports development of Risk Mitigation Plans, in collaboration with Risk Reduction Program, to respond to needs identified by Unit Risk Inventory
  • Follows up to determine reliability and validity of evidence-informed treatment used; makes recommendations regarding modification to services and services delivery.
  • Coordinates with the Texas Military Department Family Support Services programs to offer holistic support and resources to all clients.
  • Participates in the planning process used to implement programs, policies, and procedures.
  • Attends relevant training and continuing education to maintain the essential functions of licensure required for the position.
  • Coordinates routine outreach (develops and maintains wellness boards at unit locations), education, and prevention efforts to units and leadership across the Texas Military Department
  • Provides support and executes plans for mental health assistance to Texas Military Department Service Members and civil servants during disaster response missions.
  • May be required to perform duty in support of local, State, or Federal emergencies, disasters, and other missions to include holidays and weekends.
  • Assists Office of the Joint Surgeon to support critical incidents involving violent acts or major injuries and death providing postvention care.
  • Performs related work as assigned.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
Qualifications:
MINIMUM QUALIFICATIONS
EDUCATION:
  • Graduation from a nationally accredited Master's or PhD program with major coursework in counseling, social work, or related field is required.
EXPERIENCE:
  • Three years' experience as an independently licensed behavioral health provider (LPC, LCSW, LMFT, PhD, PsyD) by the State of Texas to independently provide mental health services without supervision is required.
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
  • Military experience or working with military service members is preferred.
  • Bilingual in Spanish is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business
  • Must possess one of the following licenses:
    • Licensed Professional Counselor (LPC)
    • Licensed Marriage and Family Therapist (LMFT)
    • Licensed Clinical Social Worker (LCSW)
    • Doctor of Philosophy (Ph.D.) in a field of psychology or Doctor of Psychology (Psy.D.)
Must maintain a valid license for continued employment in this position.
OTHER REQUIREMENTS:
  • Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85 Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization

PHYSICAL/ WORKING CONDITIONS
May be required to work evenings, weekends or holidays as required. Work is typically performed in an office setting involving sitting, standing, and walking to perform job duties. Work requires extensive use of a personal computer and telephone. Incumbent must be able to drive a vehicle to designated locations. Work requires travel approximately 25% of the time with occasional overnight stays. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weight up to 25 pounds.
