Responsibilities and Qualifications

Software Engineer IV (Web Enterprises Java) for Capital Blue Cross may work remotely from an approved state location and report to our Harrisburg, PA HQ loc. Plan, lead, & oversee projects [proj] using proj mgmt techniques to ensure due dates & budgeted costs are met, incl coord w/ customer & IT. Coord w/ other areas (incl customer & IT). Analyze/research business [bus] problems [probs] to determine impact on existing bus & IT systems & procedures & feasibility of automation. Conform w/ PMO guidelines when developing IT solutions [sols] to defined bus probs using structured methodologies. Conduct meetings w/ customers to ensure requirements [reqs] are defined & satisfied. Design innovative sols using emerging & existing tech for bus probs & determine feasibility of implementation w/i current & future env. Prep test data & conduct program & system tests to ensure compliance for projs. Assist customers in establishing acceptance criteria & effectiveness of proposed sols. Maintain knowl of IT&D’s programming langs & tools, coding & design techniques, DB mgmt systems, processing platforms & emerging tech thru cont ed/training. Analyze functional & technical aspects of existing manual & automated systems to ID areas for improvement. Dev & maintain programs & systems & related elements (e.g., scripts, stored procedures, documentation, maintenance schedules, etc). Eval, select & integrate vendor software. Be focal point for problem resolution & customer inquiries. Analyze & research new tech, tools & methodologies to determine feasibility of implementation w/i current & future env. Dev portlets, servlets, & Script Apps for HCL Digital Exp. Dev Java web applications using JSF Framework for Tomcat & Open Liberty. May undergo background checks. May require periodic off-hours assistance to support customers & ITD initiatives (system testing or review). Wage range: $122,741 - $133,265 annually. Must have Bach in Comp Sci, Business Administration or rel field, 3 yrs rel IT/software development experience, and required skills (3 yrs exp). In the alternative, must have 5 yrs rel IT/software development experience, and required skills (5 yrs exp). Required skills include: Tomcat; Open Liberty; Java, including JSP and JSF Framework; JavaScript and JQuery; SQL, including working with Oracle and SQL Server databases; HTML; CSS and Bootstrap; webservices, including SOAP and RESTful; working on highly-complex projects.
