Job Summary

Incumbents in this position are responsible for assisting the Procurement/Budget Manager in implementing CFPUA’s procurement process and filling in for the Procurement Manager in their absence. This position requires independent judgement, discretion and initiative in prioritizing and completing projects, as well as handling difficult public contract situations. This position ensures compliance with local policies and NC Statutes, as well as best business practices related to government procurement, bidding, and contracting.

Essential Job Functions

  • Implements and oversees procurement activities in accordance with the procurement policy and process for CFPUA and related state and federal statutes.
  • Works closely with departments to assess procurement needs and requests ensuring all procurement activities of CFPUA meet or exceed state requirements.
  • Reviews purchasing requisitions for completeness, proper procurement category, contract requirements, appropriate attachments, budgetary requirements, and compliance with CFPUA’s policies.
  • Gathers, enters, and maintains all vendor information.
  • Assists with training CFPUA managers and employees in the procurement process for obtaining equipment, services, supplies, etc.
  • Works with staff to analyze department’s procurement needs and develops strategies to promote cross-departmental collaborations.
  • Completes service contracts and amendments by finalizing documents, obtaining correct signatures, ensuring contract compliance and timely distribution to client and CFPUA staff, verifying adequate funds are available, and maintaining databases and files of contract documents.
  • Works closely with CFPUA’s legal counsel to ensure CFPUA’s bid documents and contracts follow state and federal regulations and can be effectively enforced.
  • Assists project managers and division staff in enforcing contracts and resolving noncompliance issues and disputes.
  • Oversees CFPUA’s formal and informal bid process to include writing specifications, evaluating bids, negotiating terms, conditions, and schedules, and preparing contracts.
  • Ensures all formal and informal bid processes are conducted according to applicable state and federal statutes.
  • Advises Procurement Manager of areas for continuous improvement of the procurement process.
  • Implements and oversees the process to dispose of obsolete or excess equipment or supplies and monitors the surplus disposal process and program in accordance with state statutes.
  • Manages the fleet fuel program by monitoring fleet fueling, assigning drivers and vehicles, analyzing fuel usage monthly, monitoring budgets to make sure money is available, and developing the fuel card policy.
  • Performs monthly reconciliations.
  • Prepares and maintains reports on purchase-related activities and metrics.
  • Process monthly P-Card expense reports.
  • Completes year-end inventory processing and PO liquidations.
  • Monitors the marketplace to assist CFPUA in obtaining the most qualified and cost-effective contractors and/or suppliers to include outsourcing of services and supplies.
  • Monitors and assists with annual fleet DMV renewals.
  • Maintains asset listing for insurance renewals.
  • Fills in for the Procurement Manager at Board meetings, staff meetings, and bid openings in his/her absence.
  • Performs other related job duties as assigned.

In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Education, Experience, and Other Requirements

Bachelor’s degree in Business Administration, Finance or directly related field.

Two (2) years of professional level procurement work experience in lieu of Bachelor’s degree.

Strong Microsoft Office Suite skills including Excel and Word.

Training at the School of Government for Certified Local Government Purchasing Officer (CLGPO) for purchasing, contracting, and finance is preferred.

Possession of or ability to readily obtain a valid State of North Carolina driver's license.
