Cape Abilities is Hiring an Assistant Residential Director Near Hyannis, MA

GENERAL SUMMARY

The Assistant Director Residential Homes (ADR) assumes overall coordination, leadership, and responsibility for the day-to-day operations of three or more residential group homes. The ADR will also supervise and mentor their assigned Residential Program Managers, helping them to improve their practices and meet regulatory requirements. The ADR implements a comprehensive system of supports to create a therapeutic and homelike environment for the well-being of each person served. The ADR generally works Monday through Friday but is required to perform afterhours on-call duties on a scheduled rotation. As part of the Cape Abilities’ Management Team, the ADR is expected to maintain the highest level of professionalism and maintain a positive approach at all times. 

ESSENTIAL JOB FUNCTIONS

Direct Care & Coordination of Client Services:

  • Perform and understand job functions of all direct reports. 
  • Ensure each Program Manager and DSP is trained to act according to defined procedures in the event of a medical or environmental emergency. 
  • Plan and assign work to the residential team to ensure completion of tasks and responsibilities related to the delivery of supports and services for each Individual. Provide Direct Care as needed.
  • Ensure the residential team is offering the highest quality of support to Individuals with an emphasis on personal growth, health and safety, and inclusion. Champion Person-Centered Values.
  • Maintain ongoing professional and pro-active communication with each Individual’s family and support team. Plan and facilitate ad hoc meetings as needs arise. 
  • Assure all aspects of Individual’s Individual Support Plan (ISP) and Behavior Support Plan (BSP) are implemented as written. Assure each DSP understands goal implementation and achievement.
  • Ensure consistent community activities which serve to foster independence through natural supports, social networks, and community membership. Champion the Inclusion Revolution 
  • The ADR is responsible to ensure safety of each Individual in accordance with established ratios; to ensure one CPR certified staff, one safety care trained staff, and one MAP certified staff on shift at all times. If certified staff are not available, ADR or PM may need to work that shift until compliance is resumed. 
  • Serve as mandated reporter for suspected abuse and/or neglect to Disabled Persons Protection Commission (DPPC) or Elder Abuse Hotline, as appropriate. 
  • Safeguard the Human Rights, Dignity, Independence, Individuality, and Privacy of each Individual.
  • Safeguard the property of each Individual and ensure their belongings are maintained in good repair. 
  • Ensure each Individual and their guardian is aware of Cape Abilities Complaint Resolution System
  • Schedule and document consistent 1:1 meetings with Individuals to ensure satisfaction of service. 
  • Provide emotional support to Individuals as needed.
  • Model and enforce the principles of Positive Behavior Support (PBS). Praise; Compliment; Kudos

Staff Performance and Development Management:

  • Ensure all team members haverequired information, support, and certifications to successfully do their jobs. Ensure each assigned staff (and relief staff) is appropriately orientated to the program and to Individual’s specific needs. A signed Orientation packet must be placed in employee’s file 30 days after hire and available upon request. 
  • Plan and lead team meetings. Team meetings are mandatory and held at a minimum of once a month. Provide meeting minutes and disseminate accordingly. 
  • Provide ongoing supervision, training and professional development of assigned staff. Supervision is mandatory and held at a minimum of quarterly focusing on employee’s annual goals, job responsibilities, and the mission and values of Cape Abilities. Provide documentation upon request.
  • Create and maintain a staff schedule. Complete payroll for assigned staff. Approve and justify OT.
  • Actively participate and encourage participation in agency special events and fund raising activities.
  • Interview and hire prospective employees in conjunction with Individuals and their guardians.
  • Complete required hiring documentation, working closely with HR to fill opened positions. 
  • Complete HR forms as necessary including Change of Status and New Hire Requisition forms.
  • In coordination with Supervisor and Human Resources, provide progressive discipline as needed.
  • Monitor trainings and ensure staff are in compliance at all times. Ensure team members have certifications, ensure proof of certifications are present in the program at all times.
  • Perform yearly evaluations on all assigned staff in a timely and thoughtful manner.
  • Ensure assigned staff function in accordance with Cape Abilities and state and federal policies. 
  • Recognize exceptional performance throughout the year, preparing for annual performance awards.

Programmatic Compliance Management:

  • Identify program areas of need and address promptly, seek assistance as needed. 
  • Responsible for program budget management including petty cash, gas cards, and grocery cards.
  • Ensure the integrity of Individual’s funds. The PM is ultimately responsible to ensure Financial Transaction Records (FTRs) balance to the penny. If funds are short, the responsibility to rectify those funds belong to the PM. Ensure Individual’s expenditures are documented, tracked, and used for purposes that directly benefit the Individual. Ensure money management policy is followed by all.
  • Work directly with Clinical team in the development of BSPs. Ensure all staff (including Relief staff) are trained to properly implement the plan. Ensure documentation is consistently maintained. Relay all relevant changes in Individual’s behavior to clinical team. Ensure Medication Treatment Plans are in written format with required components. 
  • Ensure all aspects of individual’s Medical and Therapeutic Needs are met. Ensure doctor’s orders, treatment protocols, and special diets are implemented. Ensure Executive 509 Nutritional Guidelines are enforced. Maintain communication with nursing and relay any changes in Individual’s medical status. Responsible for medications, storage, records, and MAP certified staff maintaining certification. This includes follow-up on medication errors with re-training, counseling, or disciplinary action as indicated per MAP policy.
  • Prepares and forwards all required ISP paperwork and reporting documents according to established routing procedures and time requirements
  • Develop Goals for each Individual in conjunction with skill assessment and the Individual’s desires.
  • Participate in Cape Abilities Human Rights Committee (HRC) as requested. Ensure staff (and guardians when applicable) are trained on Restrictive Devices that are in place at the program. Ensure a written rationale for restrictive device(s) is signed and filed accordingly.

Environmental Safety:

  • Oversee vehicle and physical plant maintenance by reporting issues promptly, arranging for needed repairs, and handing in agency reports according to established routing procedures and timeframes.
  • The PM is responsible for accurate and updated Emergency Fact Sheets and Safety Plans for each individual and each site. 
  • Maintain preparedness for internal and external audits. The PM will work closely with the Quality Team to ensure the program is inspection ready at all times.
  • Ensures all equipment is maintained such as hand rails, ramps, as well as electrical equipment. 
  • Ensure fire drills are completed quarterly, maintains fire safety records. Ensure safe water temperature at all times (110 to 120). Ensure smoke and carbon monoxide detectors are operational. 

Documentation and Communication:

  • Responds timely to correspondence including email and phone calls to ensure service excellence.
  • Act as first point of contact and maintain consistent open lines of communication and a positive rapport with guardians, day-program personnel, funding representatives, and the greater community.
  • Complete state and agency documentation accurately and thoroughly including fiscal, personnel, and programmatic paperwork according to established routing procedures and deadlines.
  • Serve as the primary liaison with the Massachusetts Rehabilitation Commission (MRC), State Head Injury Program (ABI), and the Department of Developmental Services (DDS).
  • Develop systems of communication for staff including regularly scheduled staff meetings, communication logs, and essential postings. Implement and utilize CareOff.
  • Review and interpret all relevant regulations, policies, and procedures to DSP team.
  • Coordinate care and services with internal and external Day Programs.
  • Review and finalizes Incident Reports (IRs), restraint reports, Medication Occurrence Reports (MORs) in HISIS in a timely and accurate manner. 
  • Consistently and thoroughly maintain Case Files in accordance with DDS/MRC/ABI standards.
  • Ensure assigned programs are compliant with standards set forth by the Commission on Accreditation of Rehabilitation Facilities (CARF).

PREPARATION, KNOWLEDGE AND COMPETENCIES:

  • Six years prior experience in residential settings including 3 years residential management preferred. 
  • Thorough Knowledge of and consistent adherence to DDS Licensure Indicators.
  • Proven ability to maintain professional boundaries at all times and in all settings.
  • Ability to work successfully, both independently and in a team environment.
  • Possess high level computer skills; electronic records; written and verbal communication,
  • Proven ability to excel in all functions and competencies of a Direct Care Professional.
  • Demonstrated ability to lead others in a residential setting and respond to emergencies accordingly.
  • Demonstrated ability to provide excellent written and verbal communication and reporting skills.
  • Actions should reflect judgment that would not jeopardize the health and safety of others.
  • Ability to maintain effective time management skills, follow instructions, and manage priorities.
  • Ability to enforce and implement Policies, Procedures, Standards and Administrative Decisions.
  • Ability to establish professional rapport with individuals, families, co-workers, and service provider

ADMINISTRATIVE RESPONSIBILITIES AND OTHER DUTIES:

  • On-call responsibilities as assigned to provide staff support, guidance and direction when needed. May require shift coverage in emergency situations. 
  • Ensure agency phone is on during business hours and when assigned to be on call.
  • Support Quality Manager and Program Director in on-going management and training activities, policy development and implementation, and other duties as assigned.
  • Enhance and promote Cape Abilities’ strategic initiatives and organizational mission and values through positive promotion and representation.

SUPERVISORY RESPONSIBILITY

  • This position will directly supervise assigned Program Managers, Lead Direct Support Professionals, and all Direct Support Professionals (including Relief staff) assigned. The ADR will act as Supervisor for assigned residential programs when on-call after hours and on weekends.

WORKING CONDITIONS/PHYSICAL DEMANDS/SPECIFIC REQUIREMENTS

  • Travel may be necessary in personal vehicle if agency vehicle is not available.
  • Physical ability to provide hands-on personal care, including lifting and transferring individuals
  • Physical ability sufficient to intervene in instances of extreme behavior that might jeopardize the safety of individuals supported and staff members.
  • Ability to work a flexible schedule as needed to meet the needs of the individuals and/or the program including overtime and all shifts at assigned programs as well as other programs that may be in need. Schedule will include evenings, and some weekends and holidays.
  • A qualifying criminal background check, driving record and a valid driver’s license are required.
  • Successful completion and maintenance of all state and agency mandated trainings including: Human Rights, Fire Safety, Nutrition, Vital Signs/Symptoms, Workplace Safety, Sexual Harassment, First Aid/CPR, Safety Care, MAP certification. Additional trainings asked of you.
