Job Summary:
Responsible for implementing and supervising the administrative policies of the agency and administratively supervising the provision of all services including staffing, financial management, interaction with patients and families, community relations, and regulatory compliance. He/she is responsible for the leadership, development, management, and operation of the organization according to applicable laws and regulations

  • At least a high school diploma or a general equivalency degree (GED).
  • At least two years of management or supervisory experience in a health-related setting, such as:
    1. A home and community support services agency.
    2. A hospital
    3. A nursing facility
    4. An outpatient rehabilitation Facility
    5. A psychiatric facility
    6. An intermediate care facility for persons with mental retardation or related conditions; or
    7. A licensed health care delivery setting providing services for individuals with functional disabilities.
  • At least one year of management or supervisory experience in the health-related fields previously identified would be acceptable if the individual is a licensed physician, registered nurse, licensed social worker, licensed therapist or licensed nursing home administrator.
  • Thorough understanding of and support for the hospice philosophy.
  • Excellent interpersonal skills to relate effectively to staff, patients, families, and community.
  • Good interpersonal and written and verbal communication skills which will provide positive atmosphere for patient, family and primary casegiver(s).
  • Must be able to read, write and comprehend English.
  • Must meet the requirements on the Training in Administration of Agencies referenced in Texas Administrative Code (TAC) §97.259 (relating to Initial Training in Administration of Agencies).
  • Valid driver's license, automobile insurance and own transportation to make home visits.
  • Must be capable of maintaining regular attendance and be available for travel to various locations of patients homes.
  • Must be capable of performing all of the essential job functions of this position, with or without reasonable accommodations.
Essential Functions:
The essential functions described below are representative of those an employee encounters while performing the basic functions of the position. The hospice Executive Director is at a minimum responsible for the following functions, either directly or through delegation to qualified staff:
  • Organize and direct the agencys ongoing operations.
  • Operate the agency in accordance with federal, state, and professional standards and regulations, maintaining staff and agency licenses, certification and accreditation as required.
  • Maintain liaison between the governing body, the interdisciplinary group, and the Professional Advisory Committee (PAC or Advisory Committee); informing the governing body, Advisory Committee, and staff of current organizational, community, and industry trends.
  • Implement governing body directives.
  • Establish internal controls to effectively and efficiently operate the organization including the following:
    • Establishing and maintaining information and support systems
    • Recruiting and retaining staff
    • Conserving physical and financial assets; monitoring operations for implementation of operational and strategic plans.
  • Projects hospice philosophy to staff, patients, families, and community at large.
  • Employ or contract with qualified personnel.
  • Maintain written service agreements with approved providers.
  • Provide orientation and ongoing education to staff according to requirements in §97.245(relating to Staffing Policies).
  • Supervise and oversee staffing to ensure the availability of services; ongoing assessment of community needs; planning, developing, administering, and evaluating agency programs.
  • Complete staff performance evaluations timely.
  • Works with Business Office Manager in developing, implementing and monitoring an annual budget approved by the governance.
  • Establish and implements an effective budgeting and accounting system that promotes the health and safety of the agencys clients.
  • If appropriate, monitors the long-term capitalization expenditure plan.
  • Ensure that the documentation of all support services provided is accurate and timely.
  • Communicate effectively with patients and families to provide satisfaction with services.
  • Supervise and evaluate client satisfaction survey reports on all clients served.
  • Consult with supervisory personnel in setting goals for the agency, and monitor staff performance and progress toward reaching goals.
  • Ensures the accuracy of public information materials and activities.
  • Monitors the quality and appropriateness of services, evaluates the program using measurable outcomes; guides the staff in developing, implementing, and evaluating performance improvement activities across organization boundaries
  • Resolves conflicts and complaints, maintaining standards of ethical business and clinical practice.
  • Be available in person or by telephone during the agencys operating hours as defined in TAC §97.210 (relating to Agency Operating Hours).
  • Designate in writing an agency employee who must provide DADS surveyors entry to the agency in accordance with TAC §97.253(e) (relating to Personnel Requirements for a Survey) if the Executive Director or alternate Executive Director are not available.
  • Responsible for assuring patient/resident safety.
