Position Description: The Sr. Director of Information Technology, reporting to the COO and, serving as a member of the agency’s Senior Executive Management Team (SEMT), shall provide leadership and management to the Information Technology (IT) department in its charge to provide, operate, and maintain computing and telecommunication facilities, equipment, and services that meet the needs of the administrative and service programs of the Agency and in compliance with all applicable federal, state and local laws and regulations. The Sr. Director of IT is responsible for all aspects of information technology management and control, including supervision of information technology employees; budget preparation and management; recommendations for technical acquisitions; and development of guidelines, standards and procedures. The Sr. Director fulfills the role of Information Security Officer (ISO) and is responsible for the security of EPHI at Caminar, coordinating with the Agency’s Privacy Officer to ensure that security policies, procedures and controls support compliance with the HIPAA Privacy Rule. Further, the Sr. Director is charged with strategic planning, tactical action, and operational decision-making to fulfill the mission of the IT department.

Essential Duties & Responsibilities:

Departmental Management:

Provide leadership, vision, and management to the IT department

Oversee the revision of the IT Strategic Plan on an annual basis ensuring its coherence with the overall agency strategic plan

Oversee the Agency policies and procedures necessary to appropriately protect the confidentiality, integrity and availability of Caminar information systems and EPHI.

Work with Senior Executive Leadership Team (SELT), SEMT and staff to assess and respond to agency IT needs.

Work with SELT to ensure Staff onboarding protocols concerning access to all IT-related systems supports ready-to-work goals, and to ensure Staff offboarding protocols comply with the Agency’s timeliness requirements for eliminating system access.

Work with SELT to develop strategies to prepare staff for technological changes and reinforce the critical requirement to appropriately protect the confidentiality, integrity and availability of Caminar information systems and EPHI, identifying training tools that can be deployed with support from the IT Team.

Hold regular departmental meetings to review strategic goals and initiatives, promote team building and work to provide growth paths for staff.

Supervise the ongoing operations of the agency IT helpdesks (General and Electronic Health Record E.H.R.) providing quality and timely support to employees concerning hardware and software needs.

Provide day-to-day supervision, conduct performance appraisals, and delegate work assignments for all IT personnel; Manage recruiting, hiring, and providing appropriate training for IT support staff

Administer the department budget.

Serve as a member of the organization’s Senior Executive Management Team; Serve on planning, project and policy-making committees.

Hardware and Systems Software:

Establish agency infrastructure to support and guide departments and programs in computing and information technology efforts.

Identify emerging information technologies to be assimilated, integrated, and introduced within the agency infrastructure.

Ensure that agency remains current and competitive with respect to IT infrastructure and services.

Oversee the development, design, and implementation of new applications and changes to existing computer systems and software packages.

Assess new computing technologies and the feasibility of system enhancements to determine potential value for the agency.

Supervise the ordering, acquisition, inventorying, and disposition of hardware and software, ensuring the Agency has timely and accurate records of all IT equipment and equipment assignments, and ensuring that all equipment disposition complies with standards to prevent the disclosure of confidential information.

Serve as primary contact with outside vendors in the generation of RFPs, bids, contracts, agreements, and other major vendor interactions.

Systems Operations and Maintenance:

Maintain the integrity and continual operation of the agency network including the inter- and intra-building wiring and wireless networks.

Ensure the continual functioning of mission critical operations.

Maintain security and privacy of the information systems, communication lines, and equipment.

Develop, review, certify and test all back-up and disaster recovery procedures and plans.

Oversee IT related aspects of all agency compliance, data collection and reporting projects.

Liaise between users, operations, and programming personnel in the areas of systems design, modifications or trouble shooting.

Attend training events and staff meetings as assigned.

Visit regional offices to assess IT needs and provide support/solutions as needed.

Perform other related duties, responsibilities and special projects as assigned.

Requirements, Qualifications, Skills & Abilities:

Bachelor's degree in computer science, computer engineering, electrical engineering or related field and five years management/leadership experience. Master's degree in computer science or related field is preferred

Experience in implementing effective and innovative software development methodologies.

The Sr. Director must possess initiative and drive, have broad relevant technical knowledge with good management expertise and have excellent written and verbal communication skills

Strong interpersonal communication and relational skills, good organizational and project management skills; sound judgment; initiative; flexibility; detail-oriented

Documented working experience with Microsoft Azure IaaS (Infrastructure as a Service) and Microsoft 365 SaaS (Software as a Service) offerings.

Documented working experience with Microsoft Windows environments, including Microsoft SQL Server and Microsoft Exchange Server, Internet Information Server and other server-level applications.

Experience with Microsoft windows configuration, installation, maintenance, and support

Extensive experience in designing, implementing, maintaining and troubleshooting TCP/IP networks.

Ability to communicate technical concepts to technical and non-technical audiences.

Ability to manage multiple concurrent projects and motivate professional staff.

Demonstrated aptitude for learning new technologies.

Broad knowledge of data processing systems, concepts, and methodologies.

Ability to maintain a high level of confidentiality, a professional demeanor and to represent the organization in a positive manner at all times.

Must demonstrate acceptable level of maturity, good judgment, and emotional stability.

Physical, Environmental and Mental Requirements:

Physical: Occasionally required to push/pull objects up to 50 lbs, and to lift/carry objects up to 25 lbs. frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, and sit for extended periods.

Sensory: Frequently required to read documents, written reports, and plans. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc. Must be able to speak clearly and understand/be understood using the English language.

Cognitive: Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend to a task/function for 20-45 minutes at a time. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.

Environmental Conditions: Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises.

Equipment: Frequently required to use a computer, phone, and fax machine. Special Requirements:

Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.

This position will require frequent driving so maintaining a valid CA driver license, reliable personal automobile, a clean driving record, and current insurance as required by law are essential job requirements.
