Summary

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Organizational wide, short, medium and long range strategic planning, KPIs, metrics and goals.
  • Directs the management of capital improvement activities including design and construction, renovation and rehabilitation of existing properties, real estate acquisition, demolition and disposition, real estate marketing and sales, and residential and commercial development.
  • Develops non-profit, public, and private sector partnerships to create innovative mixed finance projects, affordable housing programs, and economic self-sufficiency and homeownership opportunities for low-income citizens.
  • Works with the RRHA Board of Commissioners, the Mayor’s office, City Administration, City Council, various City departments, community groups and developers in support of RRHA’s role, objectives and special authorities under Title 36 of the code of Virginia, including: creation of redevelopment & conservation plans; annual application for CDBG, CIP and HOME funded projects; project management of City contracted projects; property management for City properties; bond issuance, financial and environmental reporting and other related activities.
  • Establishes and serves as the agency liaison with City Administration, HUD representatives, City Planning and Development Review and Economic and Community Development Departments.
  • Works with the City’s Economic Development department to increase business ownership and seek commercial amenities for communities.
  • Identifies and establishes relationships with appropriate financial institutions.
  • Directs and manages mixed-income and mixed-use real estate development.
  • Initiates, designs, and implements development/redevelopment plans. Reviews and evaluates projects on a scheduled basis to determine the status and makes decisions about project completion.
  • Makes recommendations to the CEO, RRHA Board of Commissioners, and Richmond City Council regarding strategies for successful completion of projects.
  • Analyzes and interprets business proposals. Develops and approves Requests for Proposals (RFP), Requests for Qualifications (RFQ) and negotiates contracts. Ensures that RFPs, RFQs, proposals and contracts are aligned with the agency’s strategic plan and the City’s master plan. Ensures management oversight of the work of vendors, consultants, development partners and contractors.
  • Oversees the affiliated non-profit/501(c) (3) and related entities. Administers the agency’s bond program.
  • Monitors federal, state, and local-level programs and Block Grants to determine how they can best support RRHA objectives.
  • Manages all RRHA activities related to tax-exempt bond inducement/financing.
  • Manages the formulation and implementation of operational objectives and strategies for the real estate and community development department.
  • Develops and monitors departmental budget. Analyzes capital and operating expenses and revenue projections.
  • Analyzes industry best practices to ensure that the agency remains competitive in the market.
  • Establishes and maintains productive working relationships with local, state, and federal government entities, business and financial communities, community organizations and citizens.
  • Reviews and evaluates programs and projects to ensure operational, regulatory, and financial expectations are met.
  • Represents the agency at Richmond City Council meetings, work sessions, public hearings and meetings with state, federal and local officials. Serves as a member of external and internal committees, commissions, and task forces.
  • Reviews and analyzes proposed legislation, court decisions, and other legal matters relating to community revitalization activities and prepares reports or recommendations.
  • Coaches, guides, and develops employees, evaluates performance, and provides feedback. Manages and approves all department human resource activities including hires, terminations, and disciplinary actions.
  • Develops and implements departmental policies and procedures and ensures compliance with agency policies and procedures and federal, state, and local regulations.

Minimum Qualifications and Experience : (The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.)

Education: Bachelor's degree in urban planning, architecture, engineering, or public/business administration or closely related discipline.

Experience: Five (5) or more years of related and progressively responsible managerial experience, inclusive of direct oversight of real estate and community development projects and staff. Extensive professional experience in development, management and implementation of community development programs, real estate portfolios, business planning, pro forma analysis and financing/budgeting. Five (5) or more years of recent and direct “hands on” experience preparing financial packaging of real estate inclusive of tax credits, bond financing, and other federal and/or governmental lending products.

Four (4) years of full-time experience in public agency Strategic Planning and Policy Analysis and Development.

PREFERRED QUALIFICATIONS: Related Master's degree along with seven (7) years of increasingly responsible real estate and senior level (Director or above) community development leadership experience.

  • Five (5) or more years of demonstrated experience with mixed use financing programs.
  • Demonstrated integral role in the successful implementation and completion of multiple real estate and community development projects.

ADDITIONAL REQUIREMENTS :

  • Possession and retention of a valid Virginia driver’s license. Must maintain a driving record acceptable to RRHA and its insurance carrier(s).
