About the Position
The Manager Community Relations will be responsible to oversee the day-to-day operations of the Community Relations department and supervises department staff. The incumbent will support leadership and staff in community programs, public events and other special projects. The incumbent will develop and maintain positive stakeholder relationships and provide support for public policy issues that impact CalOptima Health. The incumbent will advise leadership on community affairs and maintain a clearinghouse of volunteer opportunities to increase the organization's visibility in the community. Flexible schedule requires availability to participate in evening and weekend events.
Duties & Responsibilities:
  • Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short- and long-term goals/priorities for the department.
  • Hires, manages, trains, reviews, and sets goals for the department and staff.
  • Assists in developing and implementing a community relations plan in connection with CalOptima Health's strategic goals and the Community Relations department workplan.
  • Develops and maintains positive stakeholder relationships and provides support for public policy issues that impact CalOptima Health.
  • Supports the Community Relations Director with key initiatives, events and special projects assigned to the Community Relations department.
  • Plans, organizes and executes community events and workshops hosted by CalOptima Health and community stakeholders.
  • Communicates, presents and trains on CalOptima Health's initiatives, Medi-Cal benefits and general information with external stakeholders and members.
  • Advises leadership on community affairs, opportunities to enhance CalOptima Health's community engagement efforts and health care issues impacting the organization and CalOptima Health members.
  • Develops and maintains a clearinghouse of volunteer opportunities to increase CalOptima Health's visibility in the community.
  • Serves as primary contact for CalOptima Health's signature community events and outreach activities.
  • Enhances and supports the process for sponsoring community events, endorsements and use of CalOptima Health's name and/or logo.
  • Participates on assigned committees and task forces to develop and maintain community partnerships designed to enhance health care access and services, increase membership growth and retention.
  • Supports coordination of staffing for events and workshops at CalOptima Health's satellite office(s).
  • Completes other projects and duties as assigned.
Experience & Education:
  • Bachelor's degree in Community Health, Public Affairs, Business or related field required.
  • 5 years of experience working in a health care agency or community-based organization, including establishing and building effective relationships with non-profits, faith-based/school-based, family resource centers, elected officials and county agencies required.
  • 5 years of experience with project management, staff development and providing presentations/trainings to external entities required.
  • 2 years of progressive leadership experience, including direct supervision of staff required.
  • Have access to means of transportation for work away from the primary office approximately 15% of the time.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.
Preferred Qualifications:
  • Master's degree.
  • Experience in Health Maintenance Organization (HMO), Medi-Cal, Medicare and health services.
  • Experience in community health program design, development, implementation and evaluation.
  • Bilingual in English and in one of CalOptima Health's defined threshold languages (Arabic, Farsi, Chinese, Korean, Spanish, Vietnamese).
