Job Description:
The Rates Analyst is responsible for supporting the business case for water prices by reviewing and analyzing expenses, capital budgets, water sales, revenues, and California Public Utilities Commission (CPUC) policies necessary for the Company to provide high-quality, reliable water service to its customers. Depending on skills and qualifications, this position can be located in San Jose or Sacramento, CA.ESSENTIAL FUNCTIONS:
Communicates with departments and districts to gather information for the General Rate Case (GRC)
Collaborates with districts and departments in the Company to demonstrate a need for necessary operational expenses and provides quantifiable support
Communicates adopted policies to districts and departments to ensure implementation in the financials and operations
Partners closely with the CPUC staff to explain complex financial models in a clear and concise manner
Determines what type of data is required, from what sources, and how to present it in the GRC
Analyze data and reconciles discrepancies in data trends
Flows data through complex financial models to develop a revenue requirement forecast for all regulated ratemaking districts
Reviews district, department, and consultant testimony for completeness and accuracy
Drafts clear and convincing testimonies to explain historical spending trends, as well as support future expense projections
Prepares and edits the GRC responses for CPUC data requests
Prepares offset filings including advice letters and supporting work papers for the CPUC; analyzes results and makes recommendations
Coordinates all regulatory compliance filings
Participates in and supports the Company's Continuous Improvement programs and projects
Performs other similar duties as assigned
MINIMUM QUALIFICATIONS:
Bachelor's degree in Accounting, Finance, Business, Political Science, Computer Science, Economics, Engineering or related field and/or equivalent relevant experience
Two years of increasingly responsible experience working as a regulatory or financial analyst, preferably in the water or utility industry
Proficient in the use of Microsoft Office applications
Valid California Driver license
Required Knowledge, Skills, and Abilities:
Knowledge of CPUC regulations, the rate case process, regulatory modeling, and compliance requirements is desired
Knowledge of Company policies, procedures, and business practices is desired
Knowledge and understanding of the water industry and how a water utility is operated and maintained is desired
Knowledge and ability to use Microsoft Office applications to create presentations, spreadsheets, and word documents
Knowledge of basic finance and accounting principle and procedures
Knowledge and understanding of utility accounting and financial concepts is desired
Ability to use appropriate discretion when dealing with confidential or proprietary information
Ability to work effectively with all levels of employees and middle management
Ability to communicate effectively; both verbally and in writing with agencies, consultant, contractors, customers, employees, and vendors
Ability to use logical and creative thought processes to develop solutions according to written specifications and/or verbal instructions
Demonstrated organizational and time management skills
Demonstrated commitment to providing outstanding customer service
Detail-oriented and experienced in analyzing and improving processes
Good problem-solving and troubleshooting skills
Salary Range: $72,100 - $142,800
