THE DEPARTMENT

The College of Professional and Global Education (CPGE) is Cal Poly Pomona’s self-supporting College that serves the University’s life-long learning and public-private partnership mission with a portfolio of diverse programs. CPGE’s role is to extend the education capacity of the University and enhance the applied research opportunities for faculty and students. Its programs include Open University, On-Site Training, various academic credit programs including several master’s degrees, International Center, Cal Poly English Language Institute, and a portfolio of certificate, non-certificate professional development, contract training, and extension courses. CPGE is located in the Center for Training, Technology, and Incubations (CTTi) and is the anchor tenant for Innovation Village. CPGE maintains its own registration, publicity, and accounting and financial management services with a full-time staff of approximately 28, which includes approximately 16 state employees and 12 Cal Poly Pomona Foundation employees.

DUTIES AND RESPONSIBILITIES

  • Monitors day-to-day activities of the respective state and foundation accounting transactions using CPGE’s internal accounting system that aggregates data from the two environments.
  • Oversees reconciliation and billing of accounts receivable and the processing/disbursement of all funds to schools and colleges at the university.
  • Oversees the processing of all state and foundation account activities ensuring that they are carried out in accordance with established policies and procedures and generally accepted accounting standards.
  • Prepares financial documents to establish purchase orders, pay invoices, process refunds, deposits, travel reimbursement, etc.
  • Delivers check deposits to the Cashier’s office on campus or at the foundation within 24 hours of the receipt of a check.
  • Identifies indirect costs for programs and calculates overhead rates for the CPGE and its respective programs. Prepares full-cost financial reports for program managers and administrators. Identifies actual or potential financial problems and recommends appropriate action.
  • Gathers pertinent information for state and foundation budgets. Analyzes data and make recommendations to the administrators regarding the overall planning and objectives of the budgets for each area operated within CPGE. Provides the college leadership with the annual percentages for calculating applicable direct and indirect expenses including CO, campus, Risk Management, CPGE OH, etc. based on annual updates.
  • Oversees an active files system of CPGE agreements (LOA’s and MOU’s) and calculates and prepares summary budget reports per program based on the terms of those agreements. Notifies management of agreements that will be approaching their expiration at least 90 days in advance so that a new agreement can be established in a timely manner.
  • Serves on the campus 1098-T committee and provides research, testing, and analysis in support of this annual task as well as other college or campus projects when requested by CPGE management.
  • Interprets and establishes new procedures for CPGE as directed by campus, CPGE leadership, or other regulatory agencies. Maintains an active filing system on the college share drive or digital platform so that documents can be retrieved by all applicable colleagues and CPGE management and referenced easily through a collaborative filing naming structure.
  • Provides financial training and assistance to other accounting staff and colleagues. Manages assigned program budgets to meet expectations of CPGE management and applicable partners and manages work to meet all deadlines published by the campus and foundation annually. Provides budget projection and Proforma reports for all CPGE programs and budgets as requested by campus or CPGE management.
  • Actively analyzes the financial status of CPGE on a monthly basis for financial stability and recommends strategies to support CPGE from experiencing any deficit results. Uses discretion in sharing of CPGE financial data to confirm data is kept secure and within campus security guidelines.
  • Provides quality service to students, vendors, faculty, and colleagues. Supports a team environment be actively and positively engaging and supporting team needs, activities, and goals. Assists with office coverage when needed.
  • Works collaboratively with the Lead Budget Analyst position to keep all CPGE financial tasks, reports, etc., well supported, and on track.
  • Oversees day-to-day grant and contract financial activities and ensures compliance with donor or funding agency regulations and rules. Analyzes the variances between actual expenditures and budgeted expenditures and identifies potential problems. Makes recommendations and implements changes to improve the utilization of financial resources that are grant or contract sponsored.
  • Manages accounting and financial transactions and records for CPGE/CTTI utility expenses and reimbursements needed to CPGE from PaCE funding sources. Supports the processing of CPGE’s expenses that are budgeted through foundation project accounts, using the CPPE webform system. Follows the financial processes as provided by CPPF for all CPGE foundation project accounts

QUALIFICATIONS

  • Equivalent to a bachelor’s degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities
  • Equivalent to two years of progressively responsible professional accounting experience.

Thorough knowledge of Generally Accepted Accounting Principles (GAAP); office methods and procedures; statistical and mathematical presentation of data; advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems. General understanding of internal control methods. Working knowledge of federal student financial aid annual reporting requirements, and quarterly grant reporting requirements. In addition to those of the Accountant I, ability to apply accounting principles to the analysis of complex accounting problems; analyze and interpret accounting data; prepare clear, accurate financial statements and reports; utilize problem-solving techniques in finding solutions to complex accounting problems; understand and apply applicable rules, regulations, policies, and principles; make decisions and recommendations regarding accounting activities; communicate effectively with others inside and outside the unit, including conveying technical information to non-Accountants.

Preferred Qualifications

  • Master’s degree in accounting, business administration, finance is preferred.
  • Three years prior experience working with Peoplesoft, Tableau, Excel, and Smartsheets.
  • Knowledgeable of CSU accounting and financial policies and procedures.
  • Experience working with self-support program budgets.
