Under general direction of the Executive Director and Chief Procurement Officer, the Lead Procurement & Contract Specials will perform highly complex administrative duties which involve contracts, LSA's, MOU's, etc. and provide guidance to junior staff.
Major duties and responsibilities
  • Develops standardized contract templates regarding language, terms and conditions.
  • Works with Procurement Director and University Risk Manager on contract risk decisions.
  • Develop and write contract services procedures for departmental use and campus instruction.
  • Provide analysis of contract financial data, interpreting, and making decisions related to university policy and procedures.
  • Perform periodic audit on procurement and contract process and workflow effectiveness.
  • Provide guidance to department staff members and serves as point of contact for campus departments on immediate needs and procurement and contract services procedures coordination of contracts and contract renewals.
  • Works collaboratively with the Director, assign projects and monitor progress, and assists with long term planning.
  • Provides RFP and contract guidance and assistance to members.
  • Assign work duties to staff as needed ensuring efficient and timely services.
  • Write and send internal and external communications as needed.
  • In conjunction with the time keeper, serve as first point of contact for leave time notification.
  • Reassign work during the absence of other staff members ensuring service coverage.
  • Evaluate campus training needs and lead procurement and contract services training and customer service initiatives.
  • Issues POs, contracts, and RFPs as needed.
  • Coordinate and administer the procurement and contracting of delegated major capital purchasing on Public Works contracts for state and auxiliary projects, and associated responsibilities including but not limited to preparing bids, advertising, evaluating bids and awarding contracts.
  • Responsible for oversight and processing of architectural, engineering, and service provider agreements for construction related projects.
  • Work closely with; Capital Planning Directors, Facilities Directors and Project Managers, Legal Counsel, Auditors, Chancellor's Office Construction Unit, Construction Inspectors, Contractors, Division of Industrial Relations, Department of Justice Services and the California License Board as necessary on process, procedures, research and compliance.
  • Respond to inquiries related to code, policy, and regulation.
  • Represent and provide Procurement and Contract Services guidance at Administration and Finance construction meetings.
  • Perform a review of projects for compliance with CSU requirements.
  • Provide procurement and contracting guidance on best practices for processing major and minor capital and special repair projects.
  • Maintain and provide public works records when requested.
  • Coordinate and administer the procurement and contracting of Learning Site and Placement agreements, Memorandum of Understandings, Revenue, and other types of agreements and contracts.
  • Provides RFP and contract guidance and assistance to staff.
  • Lead staff in documenting procurement and contract services procedures.
  • Monitor requests and assign purchase requisitions and contracts.
  • Delegate work during the absence of other staff members ensuring service coverage.
  • Lead staff in prioritizing work.
  • Develops recommendations for short and long-term planning.
  • Ensures office and time-sensitive work coverage.
Minimum Qualifications: Required Education and Experience
  • Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, PLUS four years of related experience.
Required Qualifications
  • Proficiency in all types of agreements: SaaS, EaaS, MOU's, Learning Service Agreements, Public Works, Job Order Contracting, etc.
  • Procurement Certification such as CPM, CPP, CPPO or equivalent
  • People skills, Communication skills, DEI skills, Microsoft PC software application (Word, Power Point, Excel, Visio), Outlook and IT skills.
  • Ability to negotiate, award and oversee complex contracts.
  • Ability to develop solicitations, source commodities and services.
  • Ability to interpret and vet Certificates of Insurance
Preferred Qualifications
  • Knowledge of public or higher ed procurement and contracts policies
  • Presentation and training skills
  • Five years increasingly responsible PUBLIC procurement or contracts experience in a professional environment utilizing ERP system and direct experience with competitive bidding, negotiation, contract development and price/cost analysis.
Compensation and Benefits:
Anticipated Hiring Range: $6,322 - $7,295 per month
Classification Salary Range: $6,322 - $12,285 per month
The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year. Work status: Full-time/Exempt/Probationary
Schedule: Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.
