PURPOSE:
Under the direction of the Police Commander and/or Sergeant, the corporal performs in a lead patrol capacity and is responsible for law enforcement duties involving the prevention of crime and the protection of life and property. The corporal is expected to demonstrate an exemplary level of professionalism in supporting supervisors as well as encouraging peers and subordinates. Work assignments require the incumbent to exercise common sense, independent judgment and action, and the ability to provide leadership to others.
A corporal typically performs general law enforcement work that includes some or all of the following: patrolling campus buildings and grounds on foot or vehicle; maintaining order; enforcing laws, rules and regulations; apprehending and processing violators; initiating police action; preparing and presenting oral, written and computer generated reports; providing assistance to campus personnel, students and the public in public safety matters; and serving as the watch commander in the absence of a sergeant; completing and reporting work activities, providing mentorship and assistance to officers.
All university police department members are expected to partner with colleagues and members of the community in order to positively resolve issues in the department and community. The police corporal shall be innovative in the problem-solving process, shall always strive for excellence, and is expected to strive for the best possible quality of work product.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  • Provides guidance during an assigned shift to peers and support personnel; assists in work assignments and guidance to personnel on his/her shift; supports the sergeant during complex situations; provides on-the-job training in areas of proficiency.
  • May prepare special reports on shift activities; reviews reports submitted by officers, and answers questions from the general public regarding Department operations.
  • Supports special field operations initiated as a result of incidents occurring on the shift; provides briefing regarding previous shift activity and potential public safety concerns along with appropriate training. May be the deciding authority on an assigned shift in the absence of a higher ranking officer.
  • Participates in crime prevention activities, enforces pertinent laws, traffic regulations and safety regulations within the jurisdiction of the Police Department and apprehends violators; conducts preliminary or initial investigations of crimes, prepares factual reports, and testifies in court when required.
  • In the absence of a sergeant, the corporal may review and approve reports submitted by shift personnel; monitor patrol activities to ensure compliance with Department Policy and Procedures and Federal and State statutes; document shift activity to facilitate follow-up investigations and report the need for targeted enforcement or proactive response.
Other Functions:
Performs other job-related duties such as team leader, assistant watch commander, and may be appointed to special assignments which enhance the Department mission to safeguard the needs of the University community.
KNOWLEDGE AND ABILITIES:
Thorough knowledge of: or ability to learn quickly the regulations pertaining to campus activities; law enforcement methods, public safety methods, community-based policing, training methods, crowd and traffic control techniques and investigative techniques. General knowledge of the pertinent local, state and federal laws and appropriate sections of the California Administrative and Education Code, California Penal Code, California Vehicle Code, and California Evidence Code.
Ability to: effectively mentor and guide peer/subordinate employees; maintain a calm, courteous and objective attitude in all situations; act calmly and rationally in an emergency; establish and maintain cooperative working relationships with others; relate to and gain the confidence and cooperation of members of the campus community and the public; prepare clear and concise reports; prepare special reports; monitor personnel compliance with established Federal, State and University personnel practices as well as Police Department procedures; demonstrate leadership in the performance of public safety and law enforcement programs in a fair and objective manner.
MINIMUM QUALIFICATIONS:
Must possess a Peace Officer Standards and Training (POST) basic certificate in good standing with at least two (2) years as a sworn Peace Officer experience and at least one (1) year of University Police experience. Must have completed or be able to complete a POST certified Supervisor's Course within one year of appointment.
The following are minimum qualifications for Police Corporal at the time of appointment:
  • Must be fingerprinted.
  • Must have valid California Driver's license.
  • Must not have been convicted of a felony in this state or any other state or in any federal jurisdiction, which would have been a felony if committed in this state.
  • Must be of good moral character.
  • Must be a high school graduate or possess a GED certificate with an overall score of 45 and a standard score of not less than 35 on any section.
  • Must meet the requirements of a pre-employment physical examination.
  • Must pass a physical ability examination.
  • Must be able to learn quickly and apply specific University rules and regulations; must be able to prepare clear and concise reports; must be able to relate to and be able to gain the confidence and cooperation of members of the campus community; must be able to deal tactfully and effectively with a wide range of people; must be able to act calmly and rationally in emergency situations.
PREFERRED QUALIFICATIONS:
Associate's degree in police science, public administration or related field. Bilingual (English/Spanish). Technical fluency with CSUMB authorized computer applications.
Highly desirable: Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of applied, active, and project-based learning activities; interdisciplinary; multicultural and global perspectives; technological sophistication; service learning; ethical reflection and practice; and collaboration. Experience working with a diverse and multicultural population and performing community services.
SPECIAL CONDITIONS OF EMPLOYMENT AND DESIGNATIONS:

  • This position will have a duty to report to the Campus Title IX Officer information pertaining to victims of sex discrimination, sexual harassment, sexual misconduct, dating/domestic violence, and stalking as required by CSU Executive Order 1095.
  • This position is required to comply with confidentiality requirements outlined in the Department of Education's Family Educational Rights and Privacy and California's Educational Code Chapter 13 regarding sensitive student issues.
  • This position is designated as a Campus Security Authority (CSA). The position is required to participate in training at the direction of the Clery Director and must also promptly report allegations of reportable crimes according to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, its accompanying regulations; the California State Education Code, Chapter 15.5, of the Donahoe Higher Education Act, Section 67380; and the California State University system-wide policy, Code EO 1107.
  • Must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the University's liability coverage.
  • This position has been designated as a sensitive position with:
  • responsibility for the care, safety and security of people (including children and minors), animals and CSU property.

PHYSICAL ENVIRONMENT:
Various working environments including indoor, outdoor, inclement weather, and other adverse conditions. Work may include rotating shifts including nights, weekends, and holidays. May be required to work on short notice. May be required to travel. Personal protective equipment required including police uniform, duty belt and weapon.
