California Earth Transport, Inc is Hiring a Certified Payroll Specialist Near Fullerton, CA

California Earth Transport, Inc is a highly successful Women Owned Company servicing the Construction Trucking Industry throughout the LA, OC, and Inland Empire areas. We are expanding and seeking a detail-oriented and experienced Certified Payroll Specialist to join our team. The ideal candidate will have a strong understanding of payroll processes and regulations, particularly in the construction industry. As a Certified Payroll Specialist, you will be responsible for ensuring accurate and timely processing of payroll in compliance with prevailing wage laws and other regulatory requirements. This is a full time position, Monday - Friday, 8:30 am - 5:00 pm in office.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Review and interpret project required labor compliance/prevailing wage requirements for construction projects.
  • Prepare and submit project start up labor compliance documents.
  • Prepare and submit certified payroll reports in compliance with California Prevailing Wage Rate, Federal Davis-Bacon and Related Acts, and Union Master Labor Agreements as applicable.
  • Review and verify spreadsheets, wage rates, fringe benefits, and deductions to ensure accuracy and compliance with prevailing wage requirements.
  • Maintain accurate payroll records and documentation, including employee information, hours worked, wages paid, and fringe benefits provided.
  • Collaborate with project managers, subcontractors, and government agencies to address any payroll-related issues or discrepancies.
  • Monitor and respond to emails for all construction projects in a timely manner.
  • Manage subcontractor compliance and track certified payrolls.
  • Organize and store payroll records securely for auditing and reporting purposes.
  • Stay updated on changes to prevailing wage laws and regulations and ensure compliance with all applicable requirements.
  • Assist with payroll-related audits and provide support during internal and external audits as needed.
  • Provide training and support to employees and subcontractors on certified payroll reporting requirements and procedures.
  • Other duties as required

QUALIFICATIONS

  • Minimum of 2 years previous compliance experience.
  • Strong understanding of prevailing wage laws, including the Davis-Bacon Act and state prevailing wage laws.
  • Proficient in LCPTracker, DIR eCPR, OCPS, LAUSD LCP, eComply, and other certified payroll systems.
  • Proficient in Google Workspace (G Suite), particularly Email and Sheets.
  • Proficient in Microsoft Office Suite, particularly Excel and Word.
  • Proficient in Adobe Photoshop
  • Working knowledge of QuickBooks
  • Excellent attention to detail and accuracy in data entry and record-keeping.
  • Ability to use critical thinking to resolve daily challenges and analyze data for accuracy.
  • Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
  • Ability to manage multiple tasks and meet deadlines.
  • Excellent communication and interpersonal skills, with the ability to effectively interact with employees, managers, customers, subcontractors, and government agencies.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Knowledge of accounting
  • Spanish verbal communication is a plus
  • Occasional lifting of files and boxes up to 20 lbs

LANGUAGE SKILLS

English is the principal language for this position, Bilingual is highly preferred. This position requires good written and verbal communication skills and the ability to communicate effectively in a diverse multicultural environment.
