California Department Public Health is Hiring a State MCAH Director/MCAH Division Chief Near California, CA

The California Department of Public Health (CDPH) is currently hiring for a C.E.A. Level B, State MCAH Director/MCAH Division Chief in our Center for Family Health!

About the Center for Family Health:

The Center for Family Health is one of eight Centers within CDPH, comprised of three divisions; the Genetic Disease Screening Program, Maternal, Child, and Adolescent Health Program, and the Women, Infants and Children Supplemental Nutrition Program, this Center is committed to protecting and promoting the health individuals, pregnant people, and their children.

Primary functions of the Center for Family Health are to; lead programs that support pregnant people and new parents, collect, analyze, and report California data on the health and well-being of families, screen pregnant people and new babies for life-threatening genetic conditions, assess their programs to understand if they are helping their families towards better health and engage in continuous quality improvement, develop communication and educational materials on topics related to health and pregnancy, infants, and adolescents, and continued commitment to ending inequities in maternal and infant health outcomes.

About the Role:

The C.E.A. Level B, State MCAH Director/MCAH Division Chief will serve as California’s Title V MCAH Director and provides direction to the programs and projects related the federal Title V Block Grant program. This individual will foster a collaborative relationship with local health departments to implement MCAH programs and the Department’s mission to advance the health and well-being of California’s diverse people and communities.

The State MCAH Director/MCAH Division Chief has an active role in the Department’s executive leadership team and works within the Center for Family Health to communicate and collaborate on public health program activities and the delivery of services and programs that achieve maternal, child, and adolescent health and well-being and eliminate health inequities in partnership with other Department programs and other agencies. The incumbent keeps apprised of the public health field of maternal, child, and adolescent health – including formal and informal literature; emerging best practices; community preferences; and policy, systems, and environmental change strategies. The incumbent serves as a spokesperson and a liaison to key partners, including MCAH program participants, about the goals and objectives of MCAH.

Responsibilities:

· Provide leadership and guidance to managers and staff in the design, development, and implementation of statewide strategies, policies, and for directing all projects, programs and systems related to MCAH programs and activities.

· Oversee the planning, development, and measurement of performance across the Division. Develops and mentors Division managers through a combination of performance reviews, regular 1:1s, feedback loops, goal setting, and clear and effective communication.

· Foster excellence and inclusion in public health practices, data collection and analysis, and public health education.

· Advance and mobilize an equity focused, trauma-responsive professional infrastructure for achievement, growth, and development of all MCAH employees.

· Foster a culture of learning and continuous improvement that encourages and supports inclusive, informed discussions and productive collaboration with state and local partners including subject matter experts, local health jurisdictions, community members, the public, and others.

· Provide overall management of the MCAH to ensure program compliance with departmental policies, legislation, regulation, and establish systems of accountability for programs, services, and data collection responsibilities.

· Serves as the California Title V MCAH Director.

· Collaborate with other divisions, agencies, and community partners on public health programs and activities to reduce health inequities and maintain the confidence and cooperation of staff, local health jurisdictions, health care professionals, research and university groups, community groups, and other groups involved in implementing, evaluating, and developing standards for maternal, child, and adolescent health services. Provide relevant and appropriate public health leadership, collaboration, and partnership with local MCAH agencies and external organizations regarding MCAH related activities and key data points.

· Provide advice, clarification, evaluation, and guidance regarding MCAH program and policies to other divisions within the Department, to other state agencies, task forces and committees, and MCAH organizations.

· Coordinate and collaborate across the Department including with other Centers and Offices within the Director's office. Represents MCAH in meetings with CDPH executives, oversight entities, and representatives of the legislature to discuss and respond to issues that establish and implement MCAH programs and policies.

· Oversee the monitoring, assessment, and reporting of a variety of statewide MCAH population indicators, strategies, programs, and services, including an evaluation of program implementation and ability to meet desired performance measures.

· Oversee the development of epidemiologic policies, processes, and reports to describe the overall health of pregnant people, infants, adolescents, and children in California and progress made on Division related activities.

· Review and approve final documents and reports released to the public. Fosters data-driven quality improvement efforts throughout the Division. Monitors and oversees the effectiveness of maternal, child, and adolescent health programs and services by creating systems of programmatic and fiscal accountability.

· Oversee the development and implementation of changes in standards, guidelines, policies, and procedures that improve maternal, infant, child and adolescent health. Provides oversight responsibility for the federal applications for funding and ensures completion of all reports, audits, needs assessments and annual plans in an accurate and timely manner. Oversees budget management and forecasting and participates in budget preparation, control of expenditures and fiscal oversight for MCAH programs.

· Represent the Department at meetings, presentations, and conferences with internal and external partners, local health departments, and professional associations. Provides oral and written testimony at administrative hearings, legislative hearings or other formal or informal hearings as requested. Meets with members of the media and responds to requests for information and public records act requests as needed.

Desirable Qualifications:

Knowledge of/experience:

  • MCAH Division programs or knowledge of MCAH services and populations in California.
  • Administrative principles applicable to the organization and functions of public health programs.
  • Administrative functions, including but not limited to budgets, contracts, and procurement.
  • Experience working in state government or local government in California.
  • Formal training in public health.
  • Experience with maternal-infant health, child and adolescent health programs, policy, and systems; public health inequities; and issues that affect families.
  • Demonstrated ability to collaborate and maintain effective relationships with other governmental institutions, local health jurisdictions, community-based organizations, and other strategic partners to enhance programs and services as well as advance policies, systems, and environmental changes that promote health equity.
  • Experience providing services to culturally diverse communities and families.
  • Experience using trauma-informed approaches in programs, services, and/or leadership.

Ability to:

  • Approach complex problems, such as perinatal inequities, with creativity, openness, inclusiveness, and critical analysis and make clear and concise, data- and community-driven recommendations with the ability to continuously iterate and pivot as needed given evolving information and feedback.
  • Encourage and support innovation, flexibility, and continuous improvement.
  • Advance coordination and collaboration through partnership with local health departments.
  • Manage, support, engage, motivate, and organize successful teams.
  • Work effectively with state, federal, and county staff, advisory boards, and the public to accelerate equity for MCAH populations.
  • Acknowledge and respect cultural and linguistic differences of the state’s diverse population.
  • Approach work and teams with humility.
  • Understand data and its importance as a cornerstone of public health program and policy development.
  • Must have excellent written and oral communication and interpersonal skills with an ability to communicate and work effectively at all levels of a large department.
