California Department Public Health is Hiring a Staff Services Manager II (Supervisory) – Richmond Facility Support Chief Near California, CA

The California Department of Public Health (CDPH) is currently hiring for Staff Services Manager II (Supervisory) – Richmond Facility Support Chief within our Program Support Branch, who is responsible for providing a variety of supportive services to CDPH Programs.

CDPH’s Richmond Campus is a 29-acre property housing over 1,200 employees located in Richmond’s Marina Bay and is minutes away from the El Cerrito Del Norte and Richmond BART stations and public transit, with free shuttle service between the campus and the El Cerrito Del Norte BART station. The campus comprises of offices, state-of-the-art laboratories, and a warehouse. Free employee parking is available for employees working day shift, including free electric vehicle charging and public transit subsidy up to $300 a month.

We are looking for someone with general knowledge of facilities operations and support including, but not limited to, security and access control, warehousing, custodial services, health and safety, space management, and contract procurement. Your expertise will help ensure the successful operations of CDPH’s Richmond Campus.

Responsibilities:

  • Establish and carry out administrative policies and procedures in all aspects of facility support operations for the CDPH Richmond Campus including, but not limited to, warehousing/shipping/receiving, mail services, and custodial services
  • Oversee implementation of emergency response plans, including training in accordance with the Injury and Illness Prevention Plan (IIPP)
  • Develop ID badge application form, policies, and procedures for security and card key access for all employees and visitors, and oversee the process to ensure card keys are properly assigned upon move in
  • Work and negotiate with campus program managers regarding additional space necessary to accommodate staff, as well as programs relinquishing space due to changes in the needs of the programs; keep electronic and paper plans of all assigned spaces using several software programs (e.g., AutoCad, Excel, etc.); and make modifications to the space occupancy database on a regular basis to submit monthly adjustments to the master rent schedule as changes are made
  • Meet with program managers requesting systems furniture modification requests; communicate all Health and Safety, Americans with Disabilities Act (ADA), and State Fire Marshal limitations of various requests to the program to affect design; meet with Prison Industry Authority architects and interior planners to develop projects and cost estimates; and once approved, coordinate the project with tenants and systems furniture installer from start to finish and acceptance
  • Supervise staff responsible for developing and updating building emergency response plan, training building occupants and security staff, and conducting and documenting required fire drills; personally, or through subordinate staff, provide safety training to section employees in accordance with the IIPP; and update plan as needed
  • Responsible for establishing regular inspection schedules for each Facilities Management Section unit, communication to staff on reporting hazards and correcting identified hazards

Desirable Qualifications:

  • Minimum of four (4) years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level, which shall have included the preparation of reports and the presentation of recommendations to management, and at least one (1) year of which must have been in a full journeyperson technical capacity
  • General knowledge of facilities operations and support including, but not limited to, security and access control, warehousing, custodial services, health and safety, space management, and contract procurement
  • Ability to communicate effectively, both orally and in writing, with all levels of staff, including upper management
  • Ability to work independently to plan, organize, and direct the work of subordinate managers· Experience with emergency response planning, development, and training
