California Department of Housing and Community... is Hiring a Remote JC-431249 - Telework Option - Hybrid - Fiscal Reconciling Analyst

Job Duties

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Under general direction of the Accounting Administrator III, the incumbent is required to have in-depth knowledge of the financial reporting requirements of multiple funding sources and types; the Financial Information System for California (FI$CAL); the preparation of the Annual Year End Budgetary Legal Financial Reports, the Generally Accepted Accounting Principle (GAAP) and Governmental Accounting Standards Board (GASB) requirements; ability to independently analyze existing policies, procedures, and automated accounting and fiscal systems to implement and meet current business needs; provide trainings and assistance to departmental staff on FI$CAL system related transactions. The incumbent will also perform a variety of complex general ledger special project tasks.

  • Knowledge and Experience with the State Accounting process, including FI$Cal system and configurations.
  • Strong time management skills to complete tasks and meet deadlines regularly.
  • Experience training others, serve as a Lead over a program, and/or supervisory duties.
  • Excellent written and oral communication skills.

  • Initiative to research and resolve complex accounting issues.
  • Ability to make recommendations to management using data and data-driven decision making.
  • Knowledge of Month- End Close and Year-End Close
  • Experience with preparation of Year End Financial Reports
  • Generally Accepted Accounting Principles (GAAP) Experience
  • General Ledger and Federal Fund experience
  • Strong reconciliation skills and experience analyzing large data sets.
  • Strong Personal Computer (PC) knowledge, including experience with Word, Excel, pivot tables, queries, large data, sets, and accounting databases.
  • Ability to effectively deal with Internal customers, external clients and governmental agencies.
  • Experience working with Control Agencies such as DOF, STO, SCO, DGS, and FI$Cal.
  • Complete special projects in support of the Accounting Branch and Accounting Systems with short notice
  • Develop written desk procedures including analysis of State policies and procedures, such as SAM, Government Code, Management Memos, and FI$Cal requirements.
  • Experience with analyzing and submitting requests to FI$Cal to move Remaining Spending Authority (RSA) between Budget Periods for bond fund continuous appropriations.
  • Experience with performing research, analyzing, and presenting findings.
  • Experience serving as a work lead, training others, peer-reviewing work, and collaborating with others

Pay: $6,243.00 - $7,815.00 per month
