Job Description:

What You’ll Get to Do:
Working virtually, you will provide contracting and acquisition support to assist the Forest Service in executing business arrangements in accordance the Federal Acquisition Regulations (FAR) for a wide variety of supplies, equipment, construction, and services.

Forest Service business requirements encompass a diverse range of needs to support forestry, wildland fire, aviation, research, recreation, wilderness, information technology and environmental compliance. Established in 1905, the Forest Service is a federal agency that manages public lands in national forests and grasslands under a founding principle, "To provide the greatest amount of good for the greatest amount of people in the long run". The agency’s mission is to “sustain the health, diversity, and productivity of the nation’s forests and grasslands to meet the needs of present and future generations”. The Forest Service has the responsibility for stewardship of more than 193 million acres of the nation’s forests and grasslands.
More About the Role:
You will perform a variety of procurement/contract actions for the following: supplies, equipment, professional/technical/advisory and assistance services, research and development, construction, architect and engineering, fire and aviation, stewardship, and information technology needs. Actions cover a broad spectrum of contract actions predominately covered under FAR Part 12, 13, 14, 15, 17, 36, 37, 39 and associated FAR parts for planning and administration. Projects may include routine simplified acquisitions to complex multi-award, multi-million-dollar contracts. Most procurement actions will be processed under FAR Parts 12 and 13. All inherently governmental functions and their associated decision-making responsibilities are retained by the Forest Service. Forest Service Contracting Officers (CO) approve and make all final procurement/contracting decisions. Procurement support services may be cradle to grave and include but are not limited to:

  • Development of a variety of business instruments such as contracts, purchase orders and agreements;
  • Prepare/review market research, source searches, communicate with customers, assist with acquisition planning, create solicitations, draft justifications, draft evaluation criteria, receive and review proposals/quotes, request technical reviews, perform cost/price analysis, evaluate information for awards, draft recommendation for award, and develop award documents;
  • Perform contract administration such as preparing modifications, reviewing invoices, assisting with quality assurance, recommending solutions to issues to the CO and completing timely contract closeout actions;
  • Document all actions in appropriate electronic systems. Be proficient in the use of multiple electronic systems that support the acquisition process;
  • Facilitate meetings, communication and collaboration with customers and other stakeholders, with a focus on virtual communication tools like teleconferences and Skype or “teams” meetings; and
  • Develop acquisition plans, cost benefit analyses, source selection documents and evaluation plans.

You’ll Bring These Qualifications:

  • Ten (10) years of relevant "hands on" experience as a Contract Specialist supporting the U.S. Federal Government in pre-award and post-award contracting;
  • Five (5) years of Federal Government construction contract administration experience, and two (2) years of A&E Federal Government contract administration experience; and
  • Bachelor's degree, preferably in a business-related area

These Qualifications Would be Nice to Have:

  • DAWIA or FAC-C certification, or the equivalent thereof, in Contracting.
