Cabarrus County Schools is Hiring a Transportation Planner Near Concord, NC

TRANSPORTATION PLANNER

Non -Exempt
General Definition of Work
Performs difficult administrative work developing and maintaining route information, compiling survey
data and other personnel related files, records and reports, planning training and special events, assisting
administrators with implementing department goals, and related work as apparent or assigned. Work is
performed under the limited supervision of the Transportation Operations Supervisor. Continuous
supervision is exercised over Bus Drivers, Monitors and Lead Bus Drivers.
Qualification Requirements

  • High School graduation and a combination of four years, college level coursework, office and
transportation experience, at least one of which is data entry, or a year of work directly related
to a computer system which requires knowledge of editing and completing source data; or an
equivalent combination of education and experience.
  • Associates/Technical (two year) degree with coursework in accounting or related field preferred.
  • Valid North Carolina Commercial Driver’s License with P & S endorsements.

  • Thorough knowledge of transit and school transportation principles, practices and procedures.
  • Thorough knowledge of office practices and procedures.
  • Thorough knowledge of the geography of the county and the location of streets and roads.
  • Thorough knowledge of the attendance boundaries within the school district.
  • Ability to respond appropriately and effectively to problems, concerns and questions from
citizens, parents, teachers and students.
  • Ability to express ideas clearly and accurately; orally and in writing.
  • Ability to operate standard office equipment and related hardware and software.
  • Ability to operate personal computers and software, including Microsoft Excel and Word.
  • Ability to generate typical business correspondence exhibiting strong skills in vocabulary,
grammar, and spelling.
  • Ability to follow oral and written instructions with little direct supervision; to sort and place items
in proper sequence; to compare and compile written information carefully and accurately.
  • Ability to learn specialized equipment and software based on district needs.
  • Ability to apply technical expertise required while managing bus routing within the TIMS program,
utilizing detailed procedures and techniques within a predetermined area assignment.
  • Ability to establish and maintain effective working relationships with parents, students, school

officials, associates and general public.

TRANSPORTATION PLANNER
Essential Functions

  • Communicates with school personnel, parents, students, and central office staff while complying
with confidentiality requirements in local, state, and federal policies and statutes.
  • Develops and maintains bus routing within the TIMS program, utilizing detailed procedures and
techniques within a predetermined area assignment.
  • Serves as liaison between the transportation department and the Bus Supervisor at assigned
schools.
  • Approves student transportation requests.
  • Responds to inquiries and complaints from staff and parents.
  • Receives, organizes and enters data from student ridership surveys.
  • Assists with determination of road conditions for weather emergency situations.
  • Assists with management of drivers and substitute drivers for assigned schools.
  • Coordinates substitute bus drivers for the assigned area and to drive the bus when necessary.
  • Assist other Transportation planners when necessary.
  • Executes progressive discipline measures as needed.
  • Participates in interviews and the selection of transportation staff.
  • Provides accident and incident follow up.
  • Completes routine paper work; route updates, count sheets, etc.
  • Gather, complete and approve bus driver payroll.
  • Maintain accurate payroll information that relates to driver adjustments weekly.
  • Establish yearly bus driver compensation agreements and maintain adjustments as necessitated
by route changes.
  • Prepare customized reports for local school needs.
  • Attend conferences and classes to develop and maintain knowledge of database.
  • Manage the student transportation information system.
  • Assist in general office duties.
  • Assist in conducting training sessions for bus drivers.
  • Other related duties as assigned by the Director of Transportation.
Physical Requirements
• This work requires the occasional exertion of up to 50 pounds of force.
  • Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and

repetitive motions, frequently requires standing, walking and reaching with hands and arms and
occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or
pulling and lifting.

  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word
and conveying detailed or important instructions to others accurately, loudly or quickly.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data, visual inspection involving small

defects and/or small parts, using of measuring devices, operating machines, operating motor
vehicles or equipment and observing general surroundings and activities.

  • Work occasionally requires working near moving mechanical parts, exposure to fumes or airborne
particles, exposure to outdoor weather conditions, exposure to vibration and exposure to
bloodborne pathogens and may be required to wear specialized personal protective equipment.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).

TRANSPORTATION PLANNER
Special Requirements

  • Valid commercial driver's license with passenger and bus endorsement in the State of North
Carolina.
  • Register in the Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse
  • SafeSchools certification within six (6) months.
  • CPR certification within six (6) months.
  • Fire extinguisher certification within six (6) months.
  • Applicable training will be provided upon hire.
  • Depending on the school/site you must hold or be eligible for a NC Dept. of Health and Human

Services – Child Care Criminal Background Check and approval letter.
