Facilities Maintenance Supervisor

Department: General Services

Hiring Range: $51,532.00 - $65,700.00

DESCRIPTION OF WORK:

An employee in this class provides technical expertise and assists with project management and job assignments of Facilities Maintenance Technicians and Grounds Maintenance Workers. They also perform a variety of building, grounds, facility, and equipment maintenance and repair activities including landscaping, electrical, carpentry, painting, plumbing, and HVAC semi-skilled and skilled trade work. Work is performed on many different styles of buildings and grounds. Work requires significant independent initiative and advanced knowledge of trade practices and skills. employee spends seventy five percent or more of the time performing skilled trades tasks at the journey level.

Employees are subject to working in inside and outside environments, in extreme cold and hot weather, and hazards in the work including exposures to loud noises, vibrations, proximity to moving mechanical parts, electrical current, working in high places, exposure to chemicals, fumes, odors, dusts, mists, gases, and oils. Workers are also subject to work in close quarters such as crawl spaces and small rooms and are subject to the final OSHA standards on blood borne pathogens. Work is performed under the general supervision of the Assistant General Services Director, and is reviewed for lasting quality, effectiveness, appearance and functionality through conference, inspection, and a review of records.

DUTIES AND RESPONSIBILITIES:

The duties listed below are not inclusive, but characteristic of the type and level of work associated with this class. Individual positions may do all or some combination of the duties as well as other related duties:

  • Will function as Team Leader of Facilities and Grounds Maintenance Techs. Adjusts, and provides daily duty assignments to complete projects on or before deadlines and with quality workmanship.
  • Will work with Assistant General Services Director and General Services Director to prioritize work.
  • Will be responsible for project planning to determine work priorities and project schedules.
  • Review Facilities and Grounds Maintenance Techs work performance to complete personnel evaluations. Will notify Assistant General Services Director of both exceptional and unsatisfactory performance or conduct of Facilities Maintenance and Grounds Maintenance Technicians.
  • May be asked to participate in interviews when Facilities Maintenance or Grounds Maintenance Tech positions become open and make recommendations regarding applicant selection.
  • May assist General Services Director in departmental operations in the absence of the Assistant General Services Director.
  • Repairs and maintains interior and exterior lighting; installs and replaces electrical fixtures; repairs electrical heating and air conditioning equipment; installs and repairs switches and outlets; runs wires and installs electrical wiring and fuse boxes.
  • Performs construction and repair work in a variety of trades fields in the maintenance, repair and construction to buildings, facilities, and equipment.
  • Checks heating, air conditioning, and refrigeration equipment daily for proper operation; monitors filters and temperatures; checks chemicals in water tower; cleans coils in air handlers and outside units; repairs units including handling refrigeration.
  • Repairs, remodels and/or replaces building structures and offices, and performs a variety of skilled carpentry tasks; hangs, replaces, or repairs walls, cabinets, doors, windows, decks, etc., patches holes; and fabricates or repairs office furniture and cabinets.
  • Performs plumbing work; repairs and maintains plumbing fixtures; unstops drains; installs valves, toilets and urinals; repairs leaks to toilet and kitchen plumbing fixtures; may design and install pneumatic controls, hot water dispenser and re-circulating temperature regulating system.
  • Installs, services, and repairs internal telephone wiring and intercom systems, and computer cables and related equipment.
  • Paints a variety of surfaces, prepares exterior and interior surfaces, scrapes, applies putty and caulking, replaces sheet rock or repairs holes; uses power washer and solvents on outside walls; selects paint type based on type of walls; applies paints, varnishes and stains using variety of rollers, brushes and other painting equipment; cleans equipment; selects and purchases paints, stains and supplies.
  • Performs renovation work; removes and replaces walls; builds wall frames, doors and windows; and installs sheet rock and applies mud to joints.
  • Changes and repairs electrical motors, controllers, and other electrical equipment.
  • Assists in routine maintenance duties a limited percentage of time; replaces light bulbs, balances or plugs; assists in moving and storing furniture, cabinets, etc.; works with contractors; loads and delivers voting equipment.
  • Assists Grounds Maintenance Techs with scheduling grounds keeping duties around assigned buildings a small percentage of time; trims shrubs, rakes leaves; picks up trash; spreads mulch; removes snow and ice; runs a weed eater and mower; services equipment.
  • Assist with selecting and purchasing of plants, transplants trees, shrubs, and flowers.
  • Selects, purchases and applies proper chemicals for fertilization, eradication, etc.
  • Performs snow removal tasks as required.
  • Schedule Maintenance Techs and carry the on-call phone for after-hours emergency maintenance issues.

KNOWLEDGE AND SKILL REQUIREMENTS:

KNOWLEDGE, SKILLS AND ABILITIES:

  • Graduation from high school or GED or equivalent, three (3) or more years’ experience in grounds and/or facility maintenance including equipment operations and minor trades work required, plus one (1) or more years’ of team leader or similar experience, or an equivalent combination of education and experience.
  • Journey level knowledge of the principles and techniques of the various skilled trades required of the position.
  • Ability to provide technical expertise to Facility Maintenance Technicians and Grounds Maintenance Workers.
  • Experience assigning job duties to and tracking the work accomplishments of Facilities and Grounds Maintenance Technicians in order to meet project deadlines.
  • Ability to create and use spreadsheets to track deadlines to ensure projects are completed on or before deadlines.
  • Thorough knowledge of the methods, tools, and equipment used in the assigned trades.
  • Thorough knowledge of safety regulations, occupational hazards, and related safety precautions to carry out work according to OSHA and Area Program safety procedures.
  • Skill in the use and care of assigned tools and equipment.
  • Ability to diagnose and repair problems and plan and organize appropriate corrective action.
  • Ability to understand and follow oral and written instructions.
  • Ability to exercise independent initiative.
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, and other County employees.

DESIRABLE EDUCATION AND EXPERIENCE:

  • Course work in varied technical or trade skills and journey level experience in the assigned building trades, or an equivalent combination of education and experience.
  • Possession of HVAC Technician certification.
  • Possession of, or ability to obtain, State pesticide applicator’s license within timeframes set by the county.

SPECIAL REQUIREMENTS:

Possession of a valid North Carolina driver's license.

PHYSICAL REQUIREMENTS:

  • Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions.
  • Must be able to perform very heavy work exerting up to 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently; and/or in excess of 20 pounds of force constantly to move objects.
  • Must possess visual acuity to assemble or fabricate parts close to the eyes; to operate machines such as drills and power saws, to perform skilled trades tasks of non-repetitive nature, to use measurement devices, and to keep and maintain various records.
